The Partnership’s Cancer Systems, Performance and Innovation (CPSI) Division drives improvements in Canada’s cancer system through data, research, economic modelling and innovations such as digital healthcare. This division monitors emerging health technologies and leverages data systems to determine gaps and opportunities for improvements in cancer care and informs internal partners on innovative approaches, international best practice and compelling evidence to support key partnership decision making.The Research and Innovation team, part of the CPSI division, promotes cancer research across Canada as well as driving the adoption of innovative approaches. It supports this work through its role as the Executive Office of the Canadian Cancer Research Alliance (CCRA) and its activities scanning international and academic best practice.Overview of RoleThe Librarian, Research and Innovation supports the Cancer Systems, Performance & Innovation (CSPI) Division in carrying out projects and initiatives to achieve organizational priorities. Reporting to the Manager, Research and Innovation, the Librarian provides information management, training, and support so staff can best achieve organizational objectives.As a highly organized professional with strong time management skills, this position delivers on the tasks of the job while contributing to CPAC’s overall vision to reduce the burden of cancer on all Canadians.The Research and Innovation team, part of the CSPI division, promotes cancer research across Canada as well as driving the adoption of innovative approaches. It supports this work through its role as the Executive Office of the Canadian Cancer Research Alliance (CCRA) and its activities scanning international and academic best practice.The Research and Innovation team’s Evidence Services function supports the work of teams in scoping, creating, procuring, managing, and assessing evidence. The Librarian will work closely with Evidence Services to ensure the Partnership provides equitable and efficient access to information and training for all staff.An equitable cancer system is fundamental to improving cancer care in Canada and around the world.   • Manage library vendor contracts and subscriptions by conducting comparative market scans, managing content acquisition, negotiations, contracting, and adhering to scheduled renewal periods
  • Liaise with consortia and other library networks, and content providers/vendors to maintain resource subscriptions/purchases and participate in resource sharing, communicate with vendors to resolve access issues
  • Manage and monitor online information portal where literature access resources, procedures and requests will be located
  • Oversee and coordinate the copyright compliance program, copyright tracking and permissions monitoring, and advising on copyright issues in project reports
  • Advise, maintain, and troubleshoot bibliographic and organizational databases
Reference and Research Services
  • Assist Partnership staff in applying evidence appraisal tools
  • Technical support and problem-solving for staff use of information resources (e.g. databases, platforms)
  • Design and conduct searches of academic and grey literature
  • Provide research consultations and support for systematic, scoping, and rapid reviews and assisting including:
o Reviewing and refining staff research questionso Conducting information requirements analysiso Assist with development of scope of worko Facilitate effective project team-vendor relationshipso Developing and implementing processes for horizon scanningo Assist with development of scope of worko Facilitate effective project team-vendor relationshipso Developing and implementing processes for horizon scanningTraining and Awareness
  • Design and deliver routine information literacy training and ad-hoc training and/or coaching to employees (e.g. information and education on the database searching process) to ensure information literacy within the organization. This may include orientation, workshops, one-on-one training, etc.
  • Oversee the development and maintenance of training material, user guides, quick reference material, and guidance for the use of citations and reference management software (e.g. Mendeley and EndNote)
  • Participate in activities and develop promotional materials to promote library/information resources (e.g. library reference and research services and interlibrary loans)
Planning, Reporting and Technical Services
  • Assist the Evidence Services team in planning, maintaining, updating, designing, developing, and launching of information architecture such as online information portals, Intranet websites, as well as various databases, other online resources, guides, and service projects to promote technology-enhanced teaching and learning activities
  • Evaluate the reference and education resources (e.g. conduct user surveys to collect users’ feedback)
  • Assist in tracking spending on collection development areas, budgeting of assigned areas and in creating policies, procedures, and workflows of library operations. Maintain and present statistics of all services and usage of resources, including quarterly and year-end reports
  • Develop and communicate library policies and procedures with the Evidence Services team
  • Provide workload forecasts based on operational activities and upcoming projects, including budgeting and resource estimates and deliver quarterly and year-end reporting on library activity

Experience & Qualifications
  • Master’s degree or professional designation in Library/Information Science, Information Management/American Library Association accredited Master’s degree or equivalent professional Librarian designation
  • Minimum experience of three to five years in a health sciences library environment, preferably in a service-oriented environment
  • Demonstrated proficiency in evidence-based research (information sources and biomedical database searching) and research capabilities, including the ability to critically interpret research questions and translate them into search strategies and analyze information needs and respond accordingly
  • Demonstrated knowledge of and skills in software and systems such as LibGuides, Screencast-o-matic, Canva, Microsoft Office, EndNote, CMS, and SharePoint
  • Ability to collaborate with and provide advise and expertise on information retrieval to project owners
  • Experience with library automation technology and initiatives to learn new technologies with some knowledge in cataloguing
  • Experience in developing library promotional and instructional materials/activities and strong interest in planning and developing creative promotional, teaching/learning materials including interactive tutorials for library users
  • Demonstrated knowledge of Canadian medical libraries, health care system, Canadian copyright laws/legislation and library legislations, ILL Systems, bio-medical and scientific print and e-resources, products and services and experience delivering instruction and library tours and orientations
  • Knowledge of reporting guidelines and/or standards such as PRISMA, PRESS, Cochrane, etc.
  • Knowledge of advanced end user search strategies, clinical terminology, and research design
  • Project planning, planning of events and library displays and outreach; ability to communicate and collaborate with health care professionals and scientists
  • Strong organizational and time management skills, and ability to prioritize activities and requests to meet deadlines, manage multiple projects, and perform efficiently
  • Proficiency in computer programs (e.g., Microsoft Office, Outlook, Reference Manager and other programs/applications and internet-based resources)
  • Demonstrated interpersonal, communication (oral/written) and creative problem-solving abilities
  • Familiarity with different, cultural, or visual literacies and the ability to appropriately integrate them into the Partnerships knowledge product landscape
  • Experience supporting critical and/or anti-oppression approaches to teaching, learning, and research in healthcare settings
