Job Description

WORK ILLUSTRATION:Reporting to the Senior Manager, Architecture Standards and Business Solutions, the Manager, Business Solutions leads the design, implementation, and management of assigned programs and processes in the functional portfolio of IT Governance & Business Solutions ensuring they are appropriately developed and integrated into the organization’s Information Technology strategy, planning and governance framework. S/he engages internal client partners for the alignment and integration of related programs into business unit operations and monitors the actioning of portfolio requirements including one or more of: Project/Program Management, Operational Governance and Data Management (including Records). The incumbent is responsible to ensure that business cases and initiatives are aligned to utilization of existing software assets and architectural standards. S/he oversees centralized measurement and reporting on corporate projects through weekly portfolio status updates, project audits and benefits attainment reviews, as well as administers reporting and analysis of IT divisional capital and operating expenditures. In addition, s/he provides contract management services, develops and executes revisions to the records management program as well as tracks and reports on divisional expenditures (goods and services) and IT expenditures (goods and services).Toronto Hydro has implemented a mandatory vaccination requirement for all its employees.   • Builds and fosters collaborative relationships with internal stakeholders (i.e. Finance, Procurement, Legal and, Regulatory) and acts as the liaison for all assigned projects. Advises clients (internal IT group), working directly with senior leaders to support the successful CapEx and OpEx management of IT portfolios.
  • Conducts business case review of the budget and investigates the service improvement and other potential benefits expected.
  • Manages the reporting and forecasting of program and portfolios within the IT division.
  • Accountable for timely and proactive, future looking recommendations and risk assessments related to their IT landscape to manage potential issues before they arise.
  • Engages with assigned internal business clients to address budget, schedule and resource constraints for an assigned portfolio of IT projects to maximize the inclusion of high priority projects and programs.
  • Consults with client groups to address ongoing changes to the IT Program as a result of emerging issues faced by project execution teams and the emergence of higher priority projects, while managing resource and budget constraints.
  • Continuously monitors the actual capital and operating spend and attainment, analyzing the gaps between plan and actual results, identifying root causes and risks, and making adjustments to the IT Program in collaboration with the client group to ensure resources are fully utilized, while meeting budget constraints and regulatory obligations.
  • Monitors and investigates current state budget to actuals, scheduling, resource constraints, and assesses risks and opportunities related to current state in order to make recommendations to mitigate risk to meet targets. Assists in decision-making to ensure the achievement of the overall targets and budget impact.
  • Accountable to track, consult and raise potential program and/or project risks based on their assessment and tracking of data.
  • Recommends and implements the development of structures, processes, models, methods and tools to enable an effective project management and governance framework for IT projects.
  • Oversees project audits and verification of project benefits realization. Tracks IT PMO performance and produces reports on project governance and compliance effectiveness.
  • Consults with Internal Audit team to align the IT PMO processes with Internal Audit processes.
  • Acts as subject matter expert and internal resource, ensuring project owners and key stakeholders are up to date on required project management methodologies, tools and templates.
  • Develops and monitors the data governance framework to ensure collaboration within the IT division and the broader organization.
  • Leads the execution of the organizational records management system to ensure processes and activities are actioned in support of organizational records management policies and procedures.
  • Keeps current with industry best practices for both physical and electronic records management.
  • Develops and executes revisions to the records management program (physical and electronic) and leads organization wide engagement, communication and compliance efforts.
  • Leads assessments to ensure compliance with records retention policies and procedures.
REQUIREMENTS:
  • Undergraduate degree (Engineering or Business Administration preferred)
  • Ten (10) years of experience in Information Technology, Project Management and Engineering
  • Inernal and/or external consulting experience in a utility or customer service environment is an asset
  • Five (5) years of progressive people leadership experience
  • Masters of Business Administration preferred
  • Fully proficient in MS Office, MS Project, Visio and other standard technology tools

Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs. Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person.
