Job Description

WORK ILLUSTRATION:Responsible for the creation, development, planning, implementation, evaluation, maintenance and improvement of a robust and comprehensive emergency management and business continuity program for the organization. S/he provides oversight of all activities to prepare for, respond to, and recover from emergency events (e.g. severe storms, system disruptions, facility disruptions, labour disruptions, etc.) at a system and corporate level. In addition, s/he delivers the governance, planning, and training that support business continuity and enable Toronto Hydro to effectively mobilize and deploy its resources before, during and following emergencies in order to mitigate the safety, reliability, and financial-related risks that may materialize. The incumbent may assume the role of Incident Commander / Deputy Incident Commander during events that do not have a broad and significant impact and may be required to work extended hours.The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.KEY RESPONSIBILITIES:

  • Develops the organization’s emergency management and business continuity program. In consultation with all Toronto Hydro divisions, validates that emergency management and business continuity plans are developed for all identified hazards within the company’s service territory. This includes transmission and distribution system equipment failures, weather-related events, failure of critical facilities and spaces, civil events (e.g. PAN/AM, G8/G20, conventions), natural disasters (e.g. ice storm, floods, heat wave, tornadoes), pandemics, cyber security events and physical security threats.
  • Plans to be developed in accordance with industry best practices and pursuant to relevant regulations set forth by the Ontario Energy Board (OEB), the Independent Electricity System Operator (IESO), the North American Electric Reliability Corporation (NERC), the CSAs Z1600 standard, the Emergency Plans Act of Ontario, and any and all other applicable federal, provincial, and/or municipal laws.
  • Ensures that all plans have been developed to respond to hazards in a timely manner to mitigate public health and safety risks.
  • Manages the implementation and continuous improvement of the emergency management and business continuity program. This includes through the design and delivery of tactical training plans and programs to directly responsible persons (DRPs) in their specific roles across the entire organization as it relates to the organizations emergency preparedness and business continuity activities.
  • Develops and conducts appropriate drills to assess the sustained state of readiness of all resources involved in an ‘all hazards approach’ emergency response.
  • Continually seeks to improve the effectiveness of the program on an ongoing basis through the use of both internal and external reviews and assessment.
  • In the event of a crises or emergency event, coordinates with relevant internal departments (e.g. Grid Event Management) to execute upon the previously-developed emergency management and business continuity plans.
  • Responsible for managing collaboration efforts with electricity sector partners and develops and maintains provincial/national/international mutual aid agreements with participating utilities and develop the necessary process and logistics systems to efficiently deploy or receive mutual aid.
  • Acts as the primary contact for external mutual assistance requests and will also act as the emergency management and business continuity interface with the corporate risk team. Develops and fosters the relationship with the City of Toronto’s Office of Emergency Management.
  • Oversees and manages the emergency management and business continuity program team of professionals and administrative support staff. Manages safety, attendance, performance, training and development.
  • Provides coaching and feedback to motivate and engage employee outcomes in the attainment of departmental goals and objectives.
  • Champions emergency management and business continuity across the organization by providing recommendations to Executive Management that mitigate the corporations risk exposure and improve response capabilities and effectiveness.
REQUIREMENTS:
  • Bachelor’s Degree in Emergency Management, Business Continuity, Engineering, Applied Science, Business Management or related discipline
  • Eight (8) or more years progressive experience in developing, executing, and monitoring business continuity programs, emergency response, planning, or management (utility industry preferred)
  • Five (5) years progressive people, project leadership experience
  • Preference will be given to candidates with the Associate Business Continuity Professional (ABCP) or Certified Business Continuity Professional (CBCP) certification
  • Emergency Management Certification (CEM, CDRP) (preferred)
  • Demonstrated understanding of general utility operations and interdependencies across business divisions is an asset
  • Demonstrated understanding of decision support technologies and systems
  • Demonstrated understanding of the interdependencies across stakeholder agencies including Hydro One Control Operations, IESO, City of Toronto Emergency Management, Provincial Office of Emergency Management, Toronto Police Services, Toronto Fire Services, EMS, etc.)
  • Demonstrated knowledge of the concepts, principals and strategies associated with emergency preparedness and tactical business continuity plans.
  • Excellent interpersonal skills with the ability to influence and communicate effectively both orally and in writing at all organizational levels and with external stakeholders
  • Strong verbal and written communication skills
  • Excellent analytical, process re-engineering, and project management skills
  • Excellent problem solving, and decision-making skills (particularly in emergency situations)
  • Mature and seasoned business judgment
