Manages application development software infrastructure environment such as WebSphere, WebMethods, SharePoint and Database Management System (DBMS) products. Oversees daily availability of systems platforms, server assets, storage requirements, divisional business needs and technical support on computer hardware and operating systems software through enterprise products or services. Performs short, medium and long term capacity and availability planning, and long term hardware and enterprise product Life Cycle management for data center and the division’s assets.Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Manages staff on call schedules to ensure each service component of the data center is protected on a 7x24x365 basis with on call staff.
  • Prepares and evaluates the responses of RFPs and RFQs on the acquisition of hardware, software, appliances and professional services for the Unit or other City’s Technology Services groups. Negotiates RFP and RFQ vendor contracts in conjunction with contract management staff, Purchasing and Legal.
  • Develops and manages vendors statement of work, managing timelines, quality, payment schedules and deliverables of work.
  • Prepares briefing notes and reports to Council on related technology and administrative issues, attending Committee meetings to answer questions or provide clarification as required by Members of Council.
  • Leads server & storage technology architecture development and management in coordination with other service delivery units.
  • Manages enterprise services for all City divisions, Council and appropriate ABCs, such as: Web Infrastructure (including web development and middleware platforms), Database management system (DBMS) products, and Disaster Recovery (DR) implementation.
  • Manages, implements and supports application development software infrastructure product environments such as Nutanix private cloud, WebSphere, WebMethods and SharePoint.
  • Ensures that software administration, account management and technical support services for database and all enterprise software products running on all corporate servers meet security, performance and availability requirements.
  • Manages service products at the enterprise level, including installation, configuration, upgrade, performance tuning, capacity planning, administration, troubleshooting and inventory of these products.
  • Provides planning, acquisition, testing, implementation, technical support, services and administration of enterprise software products to all business units and other Technology Service groups.
  • Ensures that enterprise systems and services are continuous and consistently available by providing 24x7 support, regular preventive maintenance, proactively applying emergency patches, automatic fail-overs and load balancing.
  • Oversees new software release implementations, existing software upgrades/fixes coordination.
  • Manages market research, feasibility studies, evaluation, testing and implementation of new hardware and software products.
  • Negotiates and administers software product related provisions of service level agreements. Ensures all service level agreements are measured and achieved.
  • Maintains vendor product license, annual maintenance support schedules and agreements. Performs audit of software license acquired against product license actually used.
  • Plans, designs, builds and maintains server technology, storage management technology, hardware and operating systems for servers and storage at the data centre(s).
  • Defines, plans and implements tactical plans such as performance measures, capacity planning, high availability, technology architecture and standards, and cyber security measures (in conjunction with the Office of the CISO) to protect enterprise data on the servers and storage area.
  • Develops and administers life cycle management for hardware and enterprise system management products used in the data centre(s).
  • Defines and implements the enterprise system management tools to monitor the health and wellness of the servers and storage systems at the data centre(s).
  • Consults with Enterprise Architecture to define strategic plans on server and storage technology architecture being deployed at the data centre(s).
  • Manages the delivery of Tier 2 and Tier 3 technical support for database management system products, web infrastructure, server and storage hardware, related utility software and agent technology resident on these devices.
  • Consults with the Data Centre Operations on the servers and storage hardware and software at the data centre(s) including areas such as the server and storage assets, assessment and management of IT risks, implementation cyber security measures to protect the server and storage assets, project management relating to the servers, storage network and life cycle management, acquisition and maintenance of server and storage technology infrastructure, definition and management of service levels with Data Centre Operations including SLA and SLO, management of third-party services, management of performance and capacity, ensuring continuous service, ensuring systems security, configuration management, monitoring and evaluation of internal controls.
  • Participates in Change Management activities as a member of the Change Advisory Board to ensure that there is sufficient time to plan, prepare and implement new requirements resulting from upcoming changes.
  • Liaises with contract administration staff in order to provide requirements for Technology Services requests for proposals of hardware and software enterprise maintenance contracts, support tools and resources.
  • Represents the service delivery arm of the Infrastructure Services Delivery section at the Strategic Planning meetings and ensures that divisional technology integrates with the enterprise architectures currently in place, and manages the design, development and implementation of future enterprise architectures.
  • Manages the development and implementation of planning documents and reports to address long term planning and policy issues related to platform support.
  • Ensures that business continuity and disaster planning for the enterprise system platforms is maintained and tested.
  • Manages and ensures that projects and service requests which affect multiple functional groups in the Technology Services division and client divisions are identified and delivered. Determines project scope, establishes critical success factors, manages project budget/resources, assigns work to project teams, monitors project milestones and deliverables, and performs quality control to ensure optimum work with quality standards.
  • Works with other Technology Services units in reviewing, integrating and implementing divisional strategic plans, projects, service requests, new technologies and business opportunities.
  • Negotiates and administers platform support related provisions of service level agreements.
  • Ensures that Technology Services best practices are measurable by using Total Cost of Ownership benchmarks and service delivery indicators.
  • Ensures consistent high level of security by subjecting unit to yearly internal and external technology audits and reviews.
  • Fulfills the role of Major Incident Manager during data center incidents.
Key Qualifications:
  • University degree in Computer Science or Engineering or equivalent education and experience.
  • Considerable IT industry experience managing the development a variety of server and storage hardware and software technologies and services in the posted role.
  • Considerable experience in managing a team of union and non-union employees by conducting performance reviews, appraisals and plans, effectively managing labour relations matters, mediating and resolving conflicts within an environment that promotes and fosters teamwork.
  • Considerable experience with budgeting and financial management and contract management.
  • Highly effective team-building skills.
  • Ability to develop, recommend and administer the annual operating and capital budget, and ensure that expenditures are controlled within approved budget limitations.
  • Strong analytical and problem solving skills along with excellent decision making ability using innovative and outcome oriented leadership
