Job Description

As a team within Corporate Business Information and Analytics the Manager Research & Evaluation leads and manages the Program Evaluation and Survey units to provide high quality research and evaluation products in support of evidence-based decision making and execution of the Corporate Strategic plan and goals.Develops and maintains communication linkages and relationships both internally with executives, senior management and other teams, and with external stakeholders to advance the division/branch mandates.Provides business and technical knowledge and expertise to direct/indirect reports and key clients as well as collaborates with CBIA management on the planning, development and delivery of information management solutions to the enterprise.Major Responsibilities: 1. General ManagementPlans, manages and controls the activities of the team which includes annual planning of projects and priorities, identifying resource requirements, allocating work, recruiting, establishing performance objectives, conducting performance reviews and setting staff objectives, and providing guidance and feedback to staff. This includes:

  • Providing technical expertise and direction to staff when required
  • Coaching, mentoring and developing direct reports to enhance staff performance, skills and knowledge
  • Identifying and addressing obstacles or blockers, inefficiencies and other issues effecting service excellence
  • Participating as a member of the Branch’s management team in the development of branch goals/objectives in support of the divisional and corporate strategic direction.
2. Program Evaluation
  • Leads the design and application of the program evaluation framework at WSIB
  • Manages the utilization of quality measurement tools to conduct comprehensive activity and outcome based program evaluation
  • Communicates and presents program evaluation results and their interpretation to the project sponsors
  • Leads the continuous research on topics and issues of program evaluation to refine the methodology and approach
  • Responsible for the development and delivery of education sessions on program evaluation to internal and external stakeholders
  • Provides support to the client engagement activities related to program evaluation when required
  • Acts as a resource to executive and senior management relating to program evaluation.
3. Survey
  • Manages a specialized team of research analysts in the provision of primary research services through the collection, compilation and analysis of data
  • Responsible for the development and conduct of customized primary research or high profile studies as required (e.g. audits, surveys, focus groups).
  • Manages the operation of the Survey Unit by supervising the Team Lead, Survey Administration in the development and maintenance of survey administration procedures as well as the development, maintenance and improvement of computer systems used for survey administration and computer assisted telephone interviewing
  • Serves as a subject matter expert for the enterprise regarding primary research methodologies by providing advice and recommendations on appropriate methodologies to ensure suitable methodology is used
  • Provides consultation and support through participation in key initiatives and committees to ensure effective use of systems and that primary research data is used for evidence based decision making
  • Communicates and presents survey methodology, findings and analyses to internal or external stakeholders as required.
4. Issue and Risk Management
  • Identifies and assesses emerging or contentious operational issues related to information management projects, their potential risks and impacts on the Branch’s and divisional strategic mandate and operational goals/objectives
  • Ensures the use of standardized business systems and effective cross-divisional communication/linkages that involve common issues; develops, recommends and implements innovative options and proactive solutions for problem resolution.
5. Financial Management
  • Develops and administers unit operating budget, authorizes expenditures and reports on variances from approved plan. Recommends expenditures outside budget for Director’s approval.
Job Requirements: 1) Education requirements:Minimum Level Required
  • Post-secondary degree in social sciences, mathematics, computer science, economics, engineering, business or equivalent field
  • Canadian Market Research Professional (CMRP) certification by the Market Research and Intelligence Association (MRIA)
  • Recognized designation or certification in Business Analytics
Preferred Level
  • Masters degree in social sciences, mathematics, computer science, economics, engineering, business or equivalent field
  • Certification in Programming e.g. SQL, VBA, SAS, Cognos
  • Credentialed Evaluator (CE) designation by the Canadian Evaluation Society (CES)
2) Experience:Minimum Level Required
  • 3 years of management experience, including research and evaluation, business analytics, project management, change management, program development, negotiation and influencing skills, knowledge of computer systems, data governance, information management principles and practices
  • 5 years of experience in communicating and presenting a variety of information based on specialized survey and analytical knowledge to internal/external stakeholders
  • 3 years of experience in program evaluation
Preferred Level
  • 3-5 years management experience, leading multiple teams with leads, highly developed influencing all levels of management, negotiation and problem-solving skills
