Job Description

The Workplace Safety and Insurance Appeals Tribunal (WSIAT) is a highly specialized adjudicative tribunal that hears appeals of final decisions of the Workplace Safety and Insurance Board (WSIB). The WSIAT is currently seeking 2 highly motivated, experienced professionals to join the team in the role of OVCR Manager. In this role you will manage the operations of one of several OVCR teams (Appeal Services, Early Review, and / or the Legal Team) on a rotational basis. Throughout each rotation, you will acquire valuable knowledge and skills, and will make an impact on each team. Refer to the "How to apply" section if you require a disability-related accommodation.What can I expect to do in this roleWorking under the direction of an Associate Director, Registrar teams, the OVCR Manager will:

  • Manage bargaining unit employees within the department by monitoring and evaluating performance, providing training and developmental opportunities, participating in the recruitment and selection process, managing new employee onboarding, and escalating issues through appropriate channels.
  • Foster a collaborative work environment, set clear team and individual objectives that drive continuous improvement and shared learning.
  • Mentor, coach and motivate employees to achieve and maintain required quality and quantity of work, within specified timelines.
  • Plan, organize and coordinate the activities of the unit, allocating the work and assigning priorities to meet deadlines.
  • Analyze, develop, implement and evaluate new or revised policies, procedures and information systems with various other departments at the WSIAT.
  • Monitor staff caseloads and coordinate the operation of the departments processes effectively to ensure that cases are advanced efficiently and effectively.
  • Provide information to appellants, respondents, and their representatives to facilitate the processing of their appeals and resolve complex or unusual problems/issues. This education and information-sharing may be done by telephone, in person and in writing.
  • Collect feedback from staff and stakeholders in order to recommend process improvements to enhance efficiency and/or effectiveness.
  • Prepare and analyze statistical data to determine caseload trends in the department and report back to senior management, highlighting problem areas, suggesting solutions and leading implementation of solutions or alternatives.
  • Monitor and ensure compliance with Occupational Health and Safety Legislation and program requirements.
  • Coordinate special projects as assigned and participate on WSIAT Committees as requested.
How do I qualifyKnowledge, Skills and Abilities:Knowledge Skills:
  • Excellent knowledge of the Workplace Safety and Insurance Act, 1997, predecessor legislation, related regulations, WSIB policy, WSIATs Practice Directions, related jurisprudence, knowledge of natural justice, procedural fairness as they apply to their management and administration of the processing of appeals under the Act in a para-legal setting.
  • Knowledge of the Freedom of Information & Protection of Privacy Act requirements.
  • Good working knowledge of legal/medical terminology
  • Working knowledge of managing in a unionized environment and applying a collective agreement.
Organizational and Analytical Skills
  • Excellent analytical skills to analyze statistical data, identify procedural problems, and develop, implement and evaluate new or revised policies, procedures and information systems
  • Excellent planning and organizational skills to monitor caseloads and plan and organize day-to-day operations of the department
Leadership Skills
  • Team building and mentoring skills to manage staff on an individual and team basis.
  • Ability to work with limited supervision under significant deadline pressures in a high-volume caseload environment.
  • Envision and articulate innovative and creative opportunities, manage risks, inspire enthusiasm, model desirable work values, and establish and maintain a high-functioning department.
  • Strong change-management skills.
Communication Skills
  • Strong communication and interpersonal skills to relate to staff, clearly communicate expectations, and address human resource issues.
  • Strong communication and interpersonal skills to relate to the parties and representatives appearing before a quasi-judicial Tribunal in challenging and time-sensitive appeal situations.
  • Strong communication skills to collaborate with other WSIAT departments to effectively improve and implement procedural tools, templates, protocols or system workflow enhancements.
  • Strong communication and presentation skills to convey procedures and initiatives to external stakeholders and internal staff.
  • Tact and discretion to handle the needs of staff and parties.
