In response to the Citys End-to-End Review of the Development Application Review Process, and recognizing that development will play a vital role in supporting Toronto’s economic recovery post-pandemic, the Concept 2 Keys (C2K) program was created to transform development review through organizational, process and technology improvements.The Training & Development Coordinator will play a central role in C2Ks effort to deliver:
  • A culture of collaboration and accountability between all stakeholders involved in development application review;
  • Improvements to the way we operate to ensure the development process is focused on customer service, accountability, predictability, transparency, performance, and collaboration;

For more information about Concept 2 Keys, please visit our website here: www.toronto.ca/C2KJob SummaryReporting to the Manager Customer Experience & Technology, the Training & Development Coordinator will design, develop, coordinate, implement, and deliver professional development training programs that meet the divisions workforce training needs and support continuous improvement thereof across the Concept 2 Keys program. They will conduct needs assessments, execute training, evaluate outcomes and staff performance and support organizational performance improvement. The work will be focussed on building and providing training on the various software applications currently in use as well as new software implementations being introduced by Concept 2 Keys. The training programs will range from being provided in person/virtual to developing training modules that will be made available online through the Citys training portal.Major Responsibilities:
  • Identifies training and development needs within the division and multiple agencies both within and outside of the City through consultation and collaboration with multiple internal and external resources.
  • Develops and delivers training for managers and staff that supports quality client service, advanced professional development, and administrative compliance of various programs and services in accordance with Provincial and legislative directives and divisional mandates.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements. Evaluates training needs dependent on the program and provides advice appropriately.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. Provides follow up guidance as required and makes materials available digitally and in an accessible format through the Citys training portal.
  • Provides input and advice on budget needs to complete training materials, including suggestions on alternate methods such as videos or online content to deliver the training in an effective manner.
  • Designs and delivers training for managers and frontline staff from different teams with differing needs which includes new software training, systems and controls, legislative and mandatory requirements and provincial compliance standards.
  • Models leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate and tone; creates and maintains a positive and professional learning environment.
  • Sets the standard and expectations through example in conduct, work ethic, integrity and character.
  • Works collaboratively in consultation with local office management teams to assess staff performance, manage performance concerns and ascertain appropriate action response to ensure service objectives are met.
  • Works proactively with the management team to assess and identify training gaps and provides recommendations on what training needs are required.
  • Consults and works proactively with managers and supervisors to identify training requirements, completes needs assessments in co-operation with managers and staff to ensure that gaps in knowledge and skills are addressed and sets targets and identifies outcomes.
  • Sets expectations for training and supports staffs development efforts.
  • Develops and conducts training evaluations and related activities, e.g. focus groups, surveys, questionnaires and analyzes data to improve staffs knowledge, skill acquisition, and technical training; measures staff learning and increase in knowledge from the training and reviews behavioural change and performance improvement after applying skills/training.
  • Delivers training in response to the outcomes of analysis and evaluation of divisional statistics, policies/procedures, quality assurance and performance measurements.
  • Provides strategic advice and support for the development and coordination of C2K’s Learning & Development Framework which will ensure that staff feel a sense of belonging and connection and are provided both tools and opportunities to support their professional growth.
  • Provides on-site and virtual training and support for new technologies, business impacts, legislation, health & safety, etc.
  • Utilizes a variety of training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of training programs, catering to all learning styles.
  • Provides leadership by coordinating and facilitating management level strategic planning meetings for training needs; meets with management to develop structure and process to ensure training objectives are met.
  • Supports the Manager in creating and implementing a multi-year staff training plan for all divisional staff positions and identification of skills gaps.
  • Carries out the maintenance of training records for the divisions staff and provides the Manager with regular updates.
  • Supports divisional initiatives and provides subject matter expertise pertaining to learning aids, presentations methods, communication and adult learning principles.
  • Coordinates with Corporate People & Equity regarding training relating to Occupational Health & Safety and Organizational Development and Learning.
  • Liaises with the City Clerks Office and Technology Services Division to ensure compliance of training materials with City information management/data governance policies and guidelines.
  • Consults and works with divisional subject matter experts to create training curricula and tailored course plans to address the technical training needs of divisional staff; provides subject matter expertise and feedback to provincial partners regarding course content.
  • Monitors vendor performance to ensure training services are carried out in accordance with the specified terms and conditions and authorizes payment to vendors within delegated signing authority.
  • Undertakes research and analysis on issues related to workplace training and leading training practices in the division.
  • Ensures all training provided to divisional staff is documented in the Citys online learning inventory, ELI; ensures divisional training is also captured for all staff in ELI.
  • Responsible for managing materials and scheduling of training on ELI as well as conducting the training.
  • Stays abreast of new and developing adult education/training methods and practices as well as new legislation and revised policies and procedures.
  • Develops and maintains contact with other organization development professionals and is familiar with current theory and practice in the field.
  • Creates divisional, district or local learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, WebEx virtual training and other computer-aided instructional technologies.
  • Becomes involved in the design and development of eLearning content/curriculum for specific learning programs related to training deliverables, where relevant.
  • Compiles information, prepares statistical reports and other confidential material.
Key Qualifications:
  • Post-secondary education in Training & Development, Adult Education, eLearning, or an equivalent combination of related education and experience.
  • Considerable experience identifying training needs and conducting research to develop training.
  • Considerable experience using Microsoft Office applications (MS Word, Excel and PowerPoint) to produce reports and presentations.
  • Experience designing, developing, and delivering training courses, programs and curricula to diverse audiences (e.g., instructor-led in-class sessions, webinars, self-directed: e-learning, reference guides, readings, presentations, etc.), utilizing instructional design methodologies and adult education principles which support diversity and accessibility.
  • Strong technical aptitude in applications/systems such as eLearning authoring tools (e.g., Articulate Storyline, Adobe Captivate), graphic (e.g., Photoshop), audio and video editing tools (e.g., Adobe Audition, Adobe Premiere Pro, Adobe Media Encoder), digital learning platforms, Kronos, DocuSign, SAMs to create and develop training.
  • Knowledge of municipal government operations, approval processes and political structure, Committee and Council proceedings, and general understanding of issues facing partnering divisions and the planning community.
  • Sound judgment with an ability to work independently on confidential and sensitive matters with minimum supervision.
  • Strong aptitude to learning new technologies to deliver the materials and to troubleshoot issues during training including providing responses to staff attending is an asset.
