This includes manufacturing, construction, maintenance and decommissioning services to supporting WL Operating Facilities, the WL Projects and Support teams.The Planning Coordinator provides maintenance and work planning, scheduling and forecasting support to the WL MPWM team.The Planning Coordinator also provides support to the Work Control Manager and other Branch and Division members and is responsible for performing their work in a safe, efficient and timely manner.QualificationsEducation:

• Minimum 3 year college diploma
• or equivalent education and experience
• combined with a minimum 5 years of technical maintenance / work management experience.

Experience:

• A minimum 5 years of experience planning and scheduling work, work management exposure
• Demonstrated technical ability to assume responsibilities as described above.

Abilities and Skills:

• Familiarity with maintenance work procedures, N286 documentation, General Conduct of Operations, site procedures and work permit requirements.
• Must have the ability to read and interpreted Engineered Drawings.
• Must be a self-starter and willing to promote new ideas with good problem solving skills.
• Must perform duties in a manner that promotes department and Nuclear Operations goals and objectives.
• Must communicate effectively with technical sections, Maintenance Planning Coordinators and work groups at all levels.
• Ability to provide constructive feedback and dialogue for the Work Management and Maintenance teams to ensure proper job status and take suitable actions for resolving conflicts.
• Must be competent in verbal and written communication skills.
• Ability to stay motivated and achieve the established goals and objectives.
• Must have a basic understanding of nuclear and conventional ASME and Canadian piping and pressure vessel codes, Canadian Building Codes, and (HVAC) Systems/Codes.
• Must possess a working knowledge of the current Occupational Health and Safety Act and Regulations for Construction Projects for Manitoba.
• Must have experience with selection process equipment relevant to WL facilities and maintenance management practices.
• Must be willing to undergo additional training appropriate to the position, eg. Computer training, Quality Assurance, Applicable Codes, Team Building Skills.
• Must be able to understand and possess a working knowledge of the Work Management Software
• Must have an up-to-date working knowledge of all applicable company and general safety regulations and procedures
• Job/Industry Specific Knowledge:
• Extensive knowledge of site systems and equipment.
• Skill in use of computer programs (Word and Excel) and willingness to participate in continuing training in related software.
• Must have the ability to take on technical writing to create comprehensive Work Instruction Packages.

Functions and ResponsibilitiesFunctions and responsibilities include but are not limited to the following:

• Lead in the development and improvement of the WL Integrated Work Control program and initiatives. Interface with customers, project groups, maintenance work group and support groups to determine preventative maintenance requirements to meet regulatory (Canadian Nuclear Safety Commission (CNSC)) and Operations and Maintenance (O&M Manual) requirements.
• Lead the planning of safe work activities using the Integrated Work Control process incorporating a thorough understanding of WL computerized maintenance management system (CMMS) and planning process.
• Lead the development and technical writing of the WL Work Instruction Packages to create a safe and comprehensive field ready work execution packages. This includes creation of Job Hazard Analysis and Work Instruction, walk downs, resource, equipment and materials requirements.
• Identify and gather required Subject Matter Experts and project team to build a “Planning Team” to create Work Instruction Packages.
• Refine work scope and job steps with Planning Team, identify all associated hazards and implement mitigations. Learn and follow CNL procedures and implement into Work Instruction Packages to maintain highest level of safety and efficiency to conduct all work on site.
• Provide assistance to create estimates of duration and costs associated to work activities to ensure WL baseline schedules can be maintained.
• Responsible for working with site Subject Matter Experts to ensure proper resources are scheduled against a specific scope of work.
• Facilitate field execution tasks through coordination of work activities with other work groups, Project Supervisors, Foremen and Scheduling of resources.
• Assist to improve and enhance Key Performance Metrics and Resource Capacity Forecasting to assist cross functional teams in achieving site wide decommissioning milestones and deliverables.
• Provide forecast outlook of trade resource requirements for preventative maintenance, corrective, project and decommissioning work. Maintain the backlog at a reasonable established level. May negotiate changes to planned work where required to ensure that schedule is adjusted based on site priorities.
• Provide leadership and cross functional team engagement of the continuous improvement initiative with the “6” S (“5S” Lean Management Philosophy + Safety Culture).
• Enhance safety culture and organizational excellence through leadership, accountability, communication and process improvement. Specifically to deliver the Whiteshell decommissioning mission safely, more efficiently and effectively through WL Integrated Work Control.
• Produce, update and upgrade maintenance and Work Control documentation such as Preventative Maintenance Procedures, Work Requests and Work Instruction Packages by comparing against industry standards, and recommending and implementing improvements.
• Lead and provide support for the MPWM “Work Flow Optimization” to enhance the WL Decommissioning Project (WLDP) mandate.
• Make recommendations supporting the principle of continuous improvement. Assist customer groups with development of maintenance plans, Work Instruction Packages and coordination of schedules by reviewing and suggesting required changes. To improve effectiveness and efficiency of project, maintenance and decommissioning activities and thereby reducing conflicts and lost/wasted time on activities
