Department: Research and DevelopmentWork Type: Remote with potential workplace in Windsor, ON.Job Type: Full-time Contract (14 months with possibility of extension)Shift Information: 35 hours per week. Schedule is flexibleNumber of Positions Open: 2-3Salary: $65,000-$85,000Family Services Windsor-Essex (FSWE) is a non-profit, charitable organization serving Windsor and Essex County. FSWE helps people to restore their ability to choose their own place in the world through counselling and individual support services. FSWE believes that what makes us human is the drive to self-determination. When people lose this drive due to injustices such as trauma, poverty, exclusion, and discrimination, FSWE provides support to build resiliency and restore people’s ability to choose their own place in the world.Project Details:A team of researchers has been successful in securing $2.2 million funding to scale ADUsearch.ca across Canada in the third stage of CMHC’s Housing Supply Challenge. The initial proof of concept was developed in 6 months with $200,000 during stage 2 of the Data-Driven Round, which relied on several partnerships from the Windsor community, particularly between Family Services Windsor-Essex, along with the support from the Windsor Law Centre for Cities and Cross Border Institute at the University of Windsor. The team developed a GIS model to calculate the total buildable area of a residential property based on the setbacks, the lot coverage requirements, and other factors using files from the City of Windsor’s Open Data Portal. Furthermore, a categorization system was developed for these requirements to determine the feasibility on both a lot-by-lot basis, and then at an aggregate level through the ‘Neighborhood View.’ Additionally, users can select various neighborhoods to better understand the relationship of ADU feasibility to socioeconomic data within their local communities in order to generate better policy decisions. The goal of this stage project is to have a fully functioning tool that has the top 102 municipalities (largest by population size and provincial capitals) mapped and categorized based on local municipal bylaws completed, tested, and online by March 31st, 2023.Role Description:Working as a part of a broader project team, the ADU Search GIS Researcher(s) make up a smaller sub team (2-3) who are responsible for GIS mapping research related to detached additional dwelling units in municipalities across Canada. Leveraging open and shared data sets, the research will replicate a model of measurement and capacity for detached additional dwelling units based on municipal zoning bylaws across Canada. This work will be accomplished in Arc GIS leveraging the model builder module based on a methodology that was pioneered during the previous stage of the work. The goal is to apply this methodology to approximately 100 largest municipalities in Canada.In addition to the primary mapping of each municipality, the GIS Researchers will create a series of dynamic version enabling comparison of ADU potential under differing policy scenarios.As a GIS Researcher, your contribution to the team will include:

  • Research and access open and shared municipal data sources;
  • Working with Research Team, develop a standardized process create the various maps and GIS shapefiles based on municipal bylaws and requirements for detached ADUs under a range of policy scenarios;
  • Create summaries of attribute tables to export key insights from the different policy scenarios;
  • Liaise with policy researchers to ensure that local bylaws are being accurate represented in within the mapping;
  • Support technology team to troubleshoot geographic “quirks” in mapping before final version is placed online;
  • Support the remote oversight for research assistants from partnered post-secondary institutions.
Qualifications and Skills:
  • Bachelor’s degree in Computer Science, Geography, Engineering, Urban Planning, or related field. A Master’s degree is not required in the case of 3-5 years of direct experience in professional field;
  • A self-motivated and organized individual who can work independently and as a part of a team to complete key tasks towards project goals;
  • Demonstrated advanced experience with ArcGIS software and the model builder module;
  • Ability to use GIS software with multiple programming languages in order to integrate databases, store and manipulate tabular data, generate maps, metadata, and troubleshoot networked systems;
  • Ability to work in a fast-paced environment with evolving timelines and tight time constraints;
  • Ability to work in a remote team environment where project elements are initiated, worked on and handed off to different team members through the process;
  • Ability to work in a fast pace environment with evolving timelines and tight time constraints;
  • Ability to read and speak French considered an asset;
  • Demonstrated relationships with municipalities considered an asset;
  • Understanding of municipal planning, bylaws and zoning across Canada considered an asset;
  • Understanding of online mapping software and technology considered an asset.
