JOB POSTING #: 2022-0423POSTING PERIOD: Thursday, November 17, 2022 at 8:30 AM to Wednesday, November 30, 2022 at 4:30 PMDEPARTMENT: Housing & Children’s ServicesUNION: Non - UnionJOB CODE: NU0569POSITION STATUS: Regular Full - TimeGRADE/CLASS: NU10# OF POSITIONS: 1RATE OF PAY: $73,374.24 to $89,187.29 AnnuallySHIFT WORK REQD: NoDUTIES:Reporting to the Manager of Social Policy and Planning (SP&P) or designate, the Project Manager – Human & Health Services (H&HS) is responsible to lead the implementation of the Regional Community Safety Well-Being Plan (RCSWB), approved by City and County Councils in 2021.

  • The goal of the planning process was to “re-imagine how we (as a region) address crime and complex social issues by moving towards more preventative and multi-disciplinary approaches. The completed plan has four priority categories:
  • Good Governance & Data
  • Engaged & Safe Communities
  • Mental Health & Substance Abuse
  • Financial Security & Economic Equity
  • With the completion of the RCSWB plan, the groundwork has been laid for the development of strategies which will implement the goals and initiatives related to the priority categories.
  • The implementation of the Year One work plan is led by the Project Manager, with the assistance of a redesigned Regional Systems Leadership Table (RSLT) and in collaboration with an array of city and county stakeholders/partners/ organizations, enhanced sector groups as well as all levels of government.
  • The Project Manager will be responsible for serving as a liaison with existing committees and/or leading the development of new committees to be aligned with the regional priorities.
  • The Project Manager is mindful that the CSWB plan is regionally based with consideration for variances in the identified priorities throughout Windsor, Essex County and its municipalities and explores existing and new ways to collaborate with city and county partners.
  • The Project Manager, while the lead for the RCSWB, is not alone in its implementation. That person is a member of and supported by, many teams: SP&P, H&HS, RSLT and numerous committees within the city and county.
  • The Project Manager is responsible for reviewing the work completed to-date for each priority, draft a recommended work plan to address goals and initiatives for the upcoming year in collaboration with partners.
  • The Project Manager will meet virtually and in-person with committee members and community stakeholders to work on various initiatives, monitor actions and present status reports to RSLT, City and County Councils, CAOs and the Ministry of the Solicitor General upon request.
  • As required to implement a CSWB initiative, the Project Manager may assist with writing funding proposals for submission to government and/or foundations.
  • The Project Manager will participate in H&HS Emergency Preparedness and Response as required and will be knowledgeable regarding Occupational Health & Safety duties as outlined in the Corporate Occupational Health & Safety program.
  • The Project Manager will also assume any other related duties as assigned.
QUALIFICATIONS:
  • Must have a University Degree in Social Sciences, Human Services, Public/Business Administration or Ontario Ministry of Education equivalencies, combined with four (4) years of progressively responsible management and/or project management experience;
  • Must have extensive experience with conducting research, and experience with data collection and analysis for the purposes of assessment and evaluation;
  • Must have an understanding of best practices and theoretical and practical knowledge and experience related to public consultation, grant management and community engagement;
  • Must have experience in a leadership role as related to strategic planning;
  • Must have the experience and ability to manage multiple projects, competing priorities and maintain appropriate confidentiality levels;
  • Must have operating knowledge of Microsoft applications such as Excel, Word, Outlook, SharePoint and PowerPoint; Knowledge of Microsoft Power BI, ArcGIS and Adobe Acrobat Pro considered an asset;
  • Must possess excellent presentation, oral and written communication skills;
  • Must have superior analytical skills and knowledge of and experience with, evaluation methods, statistical techniques and planning methodologies;
  • Must have experience with grant writing;
  • Must have proven experience in managing relationships with community partners;
  • Must have extensive experience in problem solving and report writing;
  • Must demonstrate political acuity and experience in policy development and be able to integrate this skill into the position’s activities;
  • Must be able to travel to offsite meetings and events in a timely manner;
  • Must be a self-motivated, passionate individual capable of self-management and independent work; and
  • A physical demands analysis associated with this job indicates a sedentary level of work.
