Job Description

Under the direction of the Supervisor of Building Maintenance, the Electrical Maintenance and Construction Foreman maintains electrical systems under the division’s jurisdiction by supervising, planning, estimating, coordinating, prioritizing, and evaluating of a staff of Journeyman Electricians and Contractors. The Electrical Maintenance and Construction Foreman ensures these systems are functioning and that alterations and replacements performed by electrical staff or contractors, under their authority, takes place in a safe, efficient and effective manner.Implements planned and emergency activities that are key to risk management, reliability and acceptability of building assets. This position is responsible for ensuring that the work section maintains all appropriate training, licenses, permits, materials, tools and procedures required to fulfill the duties in a safe and efficient manner.The Electrical Maintenance and Construction Foreman provides subject matter expertise related to the electrical field. This position works with project officers, engineers, consultants and other professionals in the design, modification and analysis of electrical systems.As the Electrical Maintenance and Construction Foreman you will:

  • Supervise Journeyman Electricians and Contractors, for the installation and maintenance of electrical systems. This includes routine, non-routine, projects and emergency work to ensure the safe electrical operation of the facilities.
  • Prepare, in conjunction with other Branch staff, and execute preventative maintenance programs based on regulatory requirements and asset preservation to ensure overall safety of buildings.
  • Ensure compliance with safety regulations and safe work practices relative to the asset and electrical worker.
  • Coordinate work performed by contractors and sub trades.
  • Responsible for supervision and continuous improvement for staff performance.
  • Perform other related duties consistent with the classification and works within policies and regulations established by the City/Department.
Your education and qualifications include:
  • Grade 12 or equivalent combination of training and experience.
  • Successful completion of Levels 1, 2 and 3 of City of Winnipeg’s Foremanship Training Program.
  • Five years’ recent experience coordinating and maintaining a wide variety of buildings with demonstrated understanding of the principles of building maintenance, operation and preservation.
  • Supervisory experience with the ability to direct, develop, evaluate and train staff in a fair and equitable manner and to organize, coordinate and manage work.
  • Experience with various systems in old and new construction, designs, materials and ability to interface between existing and current practices.
  • Experience with various electrical building systems with the ability to assist in the design, modification and commissioning of electrical systems and provide subject matter expertise on electrical systems/installations.
  • Experience reading and interpreting building blueprints, construction drawings, specifications, drawings and sketches, schematics, etc.
  • Ability to maintain an inventory of tools and equipment necessary to analyze and maintain electrical systems.
  • Organization skills with the ability to prioritize all electrical work to ensure operational continuity in and beyond the immediate work section.
  • Problem solving skills with the ability to respond to emergency and non-emergency situations to oversee and participate in the diagnosis and resolution of electrical issues.
  • Strong interpersonal skills with the ability to build and maintain professional working relationships.
  • Good mathematical skills with the ability to prepare and submit estimates for time and materials.
  • Good verbal communication skills with the ability to effectively communicate technical information to all levels of staff.
  • Proficiency using a personal computer and Microsoft Word (Outlook, Excel and Word).
  • Knowledge of the occupational hazards and the safety precautions and regulations (Workplace Health & Safety Act) that are applicable to the electrical work.
  • Knowledge of the electrical codes, bylaws and associated best practices.
  • Knowledge of basic electronic programming (i.e. a logic controller).
Conditions of employment:
  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

  • Must possess and maintain a valid Class 5 Manitoba Driver’s License.
  • Must possess a St. John’s Ambulance Emergency First Aid Certificate, or equivalent, or willingness and ability to obtain it within three (3) months.
  • Must Possess a Journeyman Electrician Construction HC license (Manitoba) (Red Seal).
  • Must possess an Electrical Contractors License or willingness and ability to obtain it within twelve (12) months.
  • Must successfully complete the Arc Flash and Shock awareness Training within twelve (12) months.
  • Must be physically capable of performing all of the duties of the position, in all weather conditions. This includes, but may not be limited to climbing ladders and scaffolds, working at heights and working in confined spaces, lifting weight over 50 pounds.
