Job Description

Under the General Supervision of the Information Systems Project Leader - Infrastructure, the Information Systems Networking Specialist is responsible for administering the IT network programs and systems for WPS. This position is responsible for the design, configuration, implementation and maintenance of WPS network-related systems, processes, and software products, and the formulation of technical architectures and Information Technology networking standards. The Information Systems Networking Specialist leads/participates in IT network assessments and incident investigations, recommends appropriate mitigations, and develops IT networking roadmaps and usage policies.Secondary duties include daily monitoring, modification, testing, documentation, and problem resolution of Network Switches, Firewalls, Wireless Communication devices, Servers, Operating Systems, System Software and other Hardware/Software.The Information Systems Networking Specialist carries out these responsibilities through direct independent action.The Winnipeg Police Service security and networking infrastructure is supported by this position so as to provide 24 x 7 x 365 availability and secure access to mission critical public safety systems.As the Information Systems Networking Specialist you will:

  • Lead the IT Networking programs and systems for WPS
  • Researches and tests information technology and provides technical advice on system/network/wireless communication hardware and software.
  • Maintains systems/network hardware and software at local and remote sites, to provide an infrastructure for WPS’s information technology and wireless communication needs
  • Analyses and resolves system/network operational problems
  • Documents the technical and operational environment.
Your education and qualifications include:
  • University Degree in information technology/business computing or a college diploma (2 year) in information systems technology and demonstrated equivalent in experience and expertise
  • Network-related certifications, such as CCNA or equivalent is an asset
  • Minimum of 48 months of progressive work experience in information technology with a focus on Networking in a senior role within the last 5 years.
  • Demonstrated experience managing large scale, mission critical enterprise networks
  • Demonstrated experience in virtual networking/VMWARE is strongly preferred
  • Demonstrated experience with network switching and routing platforms is a msut
  • Previous firewall experience is a strong asset, preferably with Fortigate
  • Design, implementation and management of the networking technologies, including switching, routing, firewalls, WiFi, network access control, and virtual networking (VMWARE)
  • Design, implementation and configuration of VLANs, Subnets, dynamic routing, VPNs, DHCP, DNS
  • Knowledge and abilitiy to troubleshoot network issues, including familiarity with network monitoring tools (i.e. Wireshark, Fiddler, Nagios, Solarwinds, PRTG) and protocols (SNMP, sFlow)
  • Knowledge and ability to configure and plan multi-site network design, including for disaster recovery/business continuity
  • Knowledge of greenfield and brownfield network deployments
  • Knowledge with WAN technologies, such as VPLS and SD-WAN is a strong asset
  • Knowledge and ability to deploy and configure large scale multi-site WiFi
  • Knowledge of Microsoft server and desktop operating systems
  • Knowledge of Microsoft Active Directory Management
  • Knowledge of Microsoft Office products
  • Well rounded skillset with previous or ongoing systems admininistration in Windows Server
  • Advanced working knowledge of implementing IT Network solutions
  • Knowledge of and skilled in IT network technologies (Core and Top of Rack Switches, Firewalls, ClearPass, Wireless access points, etc.)
  • Demonstrated advanced knowledge of computer systems software, hardware, and techniques
  • Knowledge and ability to configure and operate PC-based software for network operations
  • Knowledge and ability to support and research network and security-related infrastructure solutions
  • Demonstrated ability to analyze system problems and to carry out corrective actions
  • Demonstrated ability to plan and implement components within large-scale system implementation projects
  • The ability to establish and maintain a positive, respectful, safe and healthy work environment that supports the physical, psychological and social working relationships with staff at all levels in a team environment
  • Ability to work effectively with a wide variety of individuals under varying circumstances
  • Demonstrated strong interpersonal and communication skills both orally and written, in a clear concise manner
  • Strong ability to multi-task
  • Demonstrated ability to develop and implement new procedures with a minimum amount of supervision
  • Good time management skills to manage workloads and deliver timely solutions for user support requests

  • Canadian Citizen or Permanent Resident
  • Minimum 18 years of age
  • No involvement in any criminal activity within the last two years (including illegal drugs)
  • No criminal record for which a Pardon has not been granted
Conditions of employment:
  • Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
  • Valid Manitoba Class 5 Drivers License
  • Formal CCNP certification or equivalent must be obtained within 1 year
  • Ability to successfully complete additional training as defined by the Service
  • Ability to work overtime including evenings and weekends as required
  • Prior to commencement of employment, the successful applicant will be required to provide proof of COVID-19 vaccination by providing a Government of Manitoba issued QR code and photo identification or providing proof of an exemption from the COVID-19 vaccination approved by the Government of Manitoba
