Assistant Superintendent of Staff Services andLiaise Assistant Superintendent of SchoolsBULLETIN NUMBER: 644/A/22 DATE POSTED: October 20, 2022SCHOOL: Louis Riel School Division Board OfficePOSITION DESCRIPTION:The Louis Riel School Division (LRSD) is the third-largest school division in Manitoba, with more than 16,400 students and morethan 2,100 staff across 40 schools and a board office.Reporting to the Superintendent & CEO, the Assistant Superintendent of Staff Services will provide human resource leadershipand guidance in all divisional staff services and Workplace Safety Health (WSH) matters, including the overall management andsupervision of the Staff Services Department and Workplace Safety and Health Officer.The Assistant Superintendent of Staff Services will play a critical role in the development, implementation, and coordination ofstaff programs such as recruitment, retention, orientation, staff planning and development, performance management, recordsmanagement, employee/labour relations, and WSH for LRSD.The Assistant Superintendent of Staff Service role will include supporting the development and implementation of a multi-year,equity-based employment strategy focused on anti-racism/anti-oppressive education, and restorative practices.This individual will provide support and guidance to the Glenlawn Collegiate Family of Schools (7 schools).The role encompasses instructional, managerial, and leadership functions related to the following activities:• Promote and support the division’s Multi-Year Strategic Plan.• Advance and support key instructional and staffing practices to support student learning and well-becoming.• Advance and support staff engagement and well-becoming.• Collaborate with the Senior Leadership Team and school administration to develop policy, inform planning, supportprofessional learning and pedagogical practice.• Provide leadership and management in the portfolios of Staff Services, WSH, which will include the implementation ofdivisional policy and legislation, and direction regarding application of collective agreements to the Division’s managers,administrators, and employee groups.• Provide leadership and direction in collective bargaining, and liaise with unions regarding personnel matters, and respond toinvestigation and grievance related matters.• Foster and maintain a constructive and respectful labour relations environment for all employee groups.• Provide a comprehensive approach in Staff Services to support work in the identification and elimination of discriminatorybiases and oppressive systemic barriers by developing, communicating, and implementing practices to support and promotea diverse and inclusive workforce.• Provide direction on Diversity, Inclusion, Equity, and Anti-Racism, policies, programs, and legislative requirements for theDivision in the provision of WSH, and all Staff Services functions.• Represent the Division with various groups such as MSBA, MASS, MTS and CUPE.This permanent position will begin as soon as can be arranged.REQUIRED AND PREFERRED QUALIFICATIONS:• Masters Degree in Education, and/or post-secondary degree in Human Resources Management, Business Administration, oranother related area of study• Permanent Manitoba Teaching Certificate• Minimum of 10 years of successful school administrative experience• Experience in human resources and labour relations in a management or leadership role• Knowledge of pertinent provincial employment legislation• Strong leadership and management functions• Effective supervision of various employee groups• Demonstrated experience in providing professional development, supervision, and curriculum implementation• Demonstrated leadership and team building skills that includes team motivation, support, and capacity building• Effective interpersonal, problem-solving, organizational and change management skills• Demonstrated ability to work cooperatively and effectively on a leadership team• Demonstrated ability to exercise appropriate dimensions of authority and perform management functions• Exemplary verbal and written communication skills in both English and FrenchAPPLICATION PROCEDURES:LRSD is committed to employment equity and accessibility.
