Job Description

Job Summary:The Manager, Enterprise Architecture, leads the development of strategies and roadmaps to achieve, the desired IT, Data and Business architecture through alignment of information and technology services with the strategic vision of the WCB. As well, this position is responsible to provide leadership and guidance of the Enterprise Architecture team and all management functions of the team.Job Duties:1. MANAGING UNITa. Provides management, leadership, guidance, direction, and support to the unit staff and fosters the development of a multi-disciplinary team approach.b. Independently manages the unit to achieve specified unit objectives, performance standards, and established service levels.c. Prepares and manages the unit’s budget and is accountable for meeting budget targets and goals.d. Continuously evaluates, develops/selects, and implements the unit’s service delivery competencies, methods, and tools.e. Plans, directs, and oversees the management, delivery, and coordination of a portfolio of projects for their unit.f. Provides oversight of the WCB application architecture development and approval.g. Provides oversight of the WCB data architecture development and approval.h. Provides oversight of the WCB business architecture development and approval.i. Provides oversight of the WCB applications security architecture development.2. ENTERPRISE ARCHITECTUREa. Contributes to the WCB strategic and operational planning process by providing advice and recommendations to the Director, Information Technology, Vice President & Chief Technology Officer, and EMC.

  • Ensures architecture alignment with all initiatives on the basis of cost, functionality, practicality, efficiency, simplification and modernization of WCB goals and objectives
  • Supports managing traceability of business capabilities to the appropriate application, information, technology functional components and infrastructure
  • Creates documentation and presentations, as well as leading discussions with associated business and technology owners to receive buy-in and approval
  • Directs team in the documentation of relationships between business capabilities and information technology solutions leveraging architectural frameworks like TOGAF
  • Conducting architecture assessments during business ideation, feasibility, dimensioning and architecture reviews to ensure alignment with business goals and strategies
  • Develops application architecture policies, standards, frameworks and reference architectures and ensures governance to published policies and standards.
  • Participates in RFP and Proof of Concept evaluations of technologies and tools
b. Designs the enterprise architecture and long term strategic roadmap for key business processes and digital solutions based upon WCB strategic and operational plans.c. Leads the IT engagement strategy to ensure ongoing alignment between business needs and IT capabilities.d. Leads and oversees the business, application, data, and technical architecture development.e. Contributes to the IT strategic and operational planning process by providing advice and recommendations to the IT Steering Committee, Vice President, Director, Information Technology, and other members of the IT management team.f. Crafts and communicates a shared vision of the WCBs enterprise architecture in partnership with the Director, Information Technology, and the IT management team.g. In partnership with the IT Security Manager, ensures the enterprise architecture adequately addresses risks to the WCB such as threats and vulnerabilities.h. Works on highly complex projects that require in-depth knowledge across multiple specialized architecture domains.i. Leads the architecture review board and ensures that the solutions are compliant with target-state architecture models. Manages exceptions to architectural standards at an enterprise level.j. Directs the research and evaluation of emerging technology, industry, and market trends.3. MANAGING SERVICE PROVIDERSa. Procures IT services and/or contractors using competitive purchasing practices.b. Manages service provider achievement of service milestones or levels.c. Provides effective and efficient engagement of contractors and their ongoing performance monitoring and management.d. Develops a service provider network and manages relationships with the service providers.4. MANAGING STAFFa. Manages labour relations and staff issues including conducting performance appraisals and follow up, deciding on disciplinary action up to and including dismissal where necessary. May be designated to handle grievances. Ensures issues are handled in accordance with Collective Agreement.b. Determines staffing requirements for the unit.c. Recruits, selects, and hires staff.d. Participates on interview panels.e. Orients new staff; coaches and provides guidance and direction to staff.f. Establishes and enforces individual and collective goals and objectives; motivates, coordinates, and manages work activities of direct reports.g. Establishes, authorizes, and oversees the implementation of training and development programs for the staff.h. Approves overtime and vacation schedules; monitors and addresses attendance management issues.i. Ensures staff are meeting established standards and practices and, where necessary, makes changes to improve work processes.j. Ensures all staff are cognizant of, and subscribe to, their responsibilities to protect the confidentiality and privacy of information and addresses any breaches as appropriate.5. OTHERa. Pursues professional and personal development through continuing education and training, literature reviews, workshops, seminars, etc.b. Develops and enhances relationships with external groups within the Information Communication Technology (ICT) sectorc. Participates on corporate committees as assigned.d. Performs other job duties as assigned.Qualifications:Applied Diploma in Computers or four (4) year Bachelor’s Degree in Computer Science from a recognized post-secondary institution, preferably from a program that has been accredited by CIPS (Canadian Information Processing Society)Minimum 7 years of progressive enterprise architecture experience, including at least 2 years managing direct reports. This must include experience in all of the following areas:a. leading an enterprise architecture domain in a medium to large complex organization, preferably in a healthcare or insurance settingb. building multi-tier applications using Java, .NET, or similar technologiesc. designing and maintaining internal and external business platformsd. refining and implementing architecture artifacts in support of enterprise architecturee. applying architecture models, including conceptual, logical and physical, views and viewpointsf. utilizing multiple SDLC methodologies such as Agile or Scrumg. implementing SOA and industry standards, technologies and tools across a large, multi-system landscapeh. estimating strategic, operational and financial impacts of architecture solutionsExtensive knowledge of industry patterns for application architecture and integration, database technologies such as Oracle or MS SQL Server, and architectural frameworks such as TOGAF or Zachman.Knowledge of managerial techniques and principlesAbility to lead, manage, mentor, and motivate staffStrong analytical and problem solving skills to resolve issues and set directionAbility to be self-motivated and take initiativeStrong verbal and written communications skills with the ability to influence, persuade and negotiate with senior leadership and staffAbility to develop and manage operating and capital budgetsAbility to work under pressure and manage projects across organizational divisionsAbility to work independently and in a team environmentAbility to maintain confidentiality of sensitive and confidential information.Experience in competitive purchasing practices, IT contracting, and vendor managementThe following designations would be an asset:
  • Certificate in Information Systems Management
  • ITIL Foundation certification
  • Lean IT Foundation certification
  • Certified Information Systems Security Professional (CISSP) certification
  • TOGAF certification
  • Zachman certification
The following experience would be an asset:
  • Project management experience
