Job Description

Operations TechnicianLocation: Pinawa, ManitobaSchedule: Four (4) - 10 hour days - Monday to ThursdayJob SummaryUnder the supervision of the Waste Management Area (WMA) Senior Operations Technician/Technologist, the WMA Operations Technician/Technologist is responsible for the safe and effective operation of all WMA and Concrete Canister Storage Facility (CCSF) buildings and systems. This position is essential to ensure WMA/CCSF facilities, systems and functions are operated and maintained in compliance with applicable regulations and to provide a safe working environment for personnel working at the WMA/CCSF.The Operations Technician will operate facilities, systems and equipment, and oversee routine preventive maintenance, complete or assist with emergency repairs as necessary, and recognize trouble symptoms associated with equipment or system failure and take mitigating action as necessary. As part of the Whiteshell (WL) Operations team, the Operations Technician authorizes work permits and provides oversight of work being performed involving WMA/CCSF buildings, systems or areas of responsibility.Canadian Nuclear Laboratories (CNL) employees perform all duties in accordance with established health and safety and regulations/guidelines, policies and procedures (i.e. utilizing personal protective equipment as per safe work procedures). Notifies management or supervisor of all occurrences, injuries, illnesses or safety and health concerns which are likely to harm themselves, their co-workers or any other on the premises in a timely manner and in accordance with established reporting requirements.Education

  • Preference may be given to those applicants with a relevant technician / technologist diploma from a recognized college and/or having two (2) to three (3) years of experience relevant to process operations, or equivalent education and experience.
  • Minimum Grade 12 or equivalent.
  • Valid Class 5 Driver’s License.
Experience
  • Must have, or be willing to acquire, a good working knowledge of the Waste Management Area and CCSF building systems and operations.
  • This position is on a career progression scale, and as such, incumbents are expected to take on added responsibilities as they gain experience (e.g. off hour work permit authorization).
Abilities and SkillsThe incumbent should have:
  • Possess or be willing to obtain a working knowledge of the following CNL support / compliance programs as they relate to process and building operations: Radiation Protection; Environmental Protection; Occupational Health and Safety; Security; and Emergency Preparedness.
  • Personnel in this position need to be able to function in a regulated work environment involving stringent protection and industrial safety rules and measures. This includes the ability to work in respiratory protection gear and other Personal Protective Clothing & Equipment.
  • Personnel in this position require cooperative work relationships, a high degree of consistency in work habits, reliability in attendance, and safe work habits.
  • Good mechanical aptitude and the ability to diagnose and troubleshoot problems with process equipment and systems is essential.
  • Ability to follow written and verbal instructions and produce legible records of measurements or other observations.
  • Attend off-hours call-ins when required.
  • Eligible for CNL Level 2 Security Clearance.
  • Must obtain an RP Group 2 status and successfully demonstrate the ability to perform the assigned work activities.
  • Skill and familiarity with computer software packages such as Microsoft Office, or an aptitude to learn such programs.
  • Interpersonal skills, as well as good verbal and written communication skills.
  • Work with minimal supervision, as well as working effectively in a multi-disciplinary team.
  • Initiative and judgement to organize and maintain flow of work and accuracy of records.
  • Punctual, dependable and safety minded.
  • Detail oriented with the ability to meet deadlines.
  • Exceptional organizational skills, able to prioritize and time management is required.
  • Conscientious about accuracy.
  • Adapt to a changing environment and response with initiative.
  • Excellent interpersonal communication skills and proven ability to maintain successful working relations at all levels within the organization and with external stakeholders; and
  • Highly motivated and able to work with minimal supervision.
  • Ability to work extended hours and off normal work shifts to support project needs as required.
Functions and ResponsibilitiesFunctions and responsibilities include but are not limited to the following:
  • Monitors and oversees the work and activities of Utility Workers assigned to the WMA, as well as Trades, Labourers and Decontamination Operation Technicians and other CNL personnel who may be required to perform duties at the WMA and CCSF.
  • May also be required to oversee contract personnel working at the WMA and CCSF (for example, on decommissioning projects).
  • Authorizes work permits providing oversight of work conducted under the CNL Work Permit system within the WMA and CCSF.
  • Provides Escort/ Sponsor support as required to oversee work conducted within the WMA and CCSF.
  • Maintains close communication with co-workers and with the Senior Operations Technician.
  • Communicate clearly and effectively with Waste Management, Radiation Protection, Security, Trades, Transport and other support personnel.
  • Contributes to the writing and maintenance of high quality documents and records describing building operations, maintenance and unplanned events.
  • Personnel in this position will be available on call to receive off-hour operational call-ins as required.
  • Interacts daily with Decommissioning, Maintenance, and Waste Management personnel coming into the assigned facilities to do work. Including pre- and post- job briefs around work permit authorization, job site walk downs and inspections, system de-energization, isolation and LOTO.
  • Maintains clear written data in log sheets and operational daily log book. Clearly communicates status of Site Operations equipment and processes to the Senior Operations Technician. (Poor verbal communication skills may lead to undesirable events.)
  • Must be able to prepare, review, and revise Operating Procedures or Instructions for WMA Nuclear systems and processes.
  • Maintains confidentiality in all matters.
