Job Description

Under the supervision of the Senior Data Scientist, the PeopleSoft Module Analyst will work on functional issues of small to moderate scope with varying complexity where the analysis of the situation, business process, or data requires thorough review and detailed investigation. The incumbent will need to exercise solid judgment with consideration of existing system configuration, business processes, and detailed policies and procedures to determine appropriate courses of action and solutions to the issues they are assigned.Flexible work arrangements may be available under Administrative Standard AS-018 – Flexible Workplace; subject to review and approval.As the PeopleSoft Module Analyst, you will:

  • Perform system maintenance, technical fixes and testing for all modules within the PeopleSoft HCM application that are sustained by the division.
  • Perform problem identification and analysis, troubleshoot functional issues or re-direct more complex issues to the appropriate PeopleSoft HR Functional Coordinator for resolution.
  • Perform security development work to address technical fixes, new components, or user requirements.
  • Perform operational duties and other related departmental end user support of all modules within the PeopleSoft HCM application (such as but not limited to: Workforce Administration, Health and Safety, Enterprise Learning, Talent Acquisition Manager, Benefits Administration, and Attendance Management) that are sustained by the division.
  • Meet with subject matter experts, technical staff, and other stakeholders through interviews, workshops, and review of existing documentation/procedures to understand, document, and communicate functional operational requirements.
  • Retrieve HR data through query tools or SQL, with the ability to use advanced Excel skills to summarize data.
  • Update and develop draft manuals and training material in preparation for training.
  • Perform other related duties as required.
Your education and qualifications include:
  • Community college diploma or certificate in Business Information Technology, Business Administration, Business Analysis, Information Systems Programmer/Analyst, or an acceptable combination of related post-secondary education and experience.
  • Experience in the use of PeopleSoft 9.2 Human Capital Management (HCM) application functionality, or similar Enterprise Resource Planning (ERP) application, involving business/process analysis.
  • Experience conducting research, developing plans, analyzing workflow/data, designing roadmaps, system configuration, creating and performing test plans, training users on implemented solutions and tools.
  • Experience in advanced technologies of MS Excel (i.e. Pivot tables, look-up functions)
  • Knowledge of relational databases, query tools, and SQL.
  • Demonstrated ability to effectively plan and organize work, meet frequent, multiple and conflicting deadlines, and to work with minimum supervision.
  • Excellent written communication skills.
  • Excellent verbal communication skills.
  • Ability to analyze customer requirements and use sound judgement in a fast-paced environment.
  • Ability to operationalize requirements of various collective agreements, government legislation, and regulations as they apply to the HR functions at the City of Winnipeg.
  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, and external contacts, in accordance with the Respectful Workplace policy.
