This position will be responsible for internal and external hiring and internal employee movements while providing consultative services on internal and external management and unionized staffing processes.   • Providing guidance to hiring teams and leaders during the full-cycle recruitment process to ensure an excellent candidate experience.
  • Providing value-added recruiting related advice to hiring managers and influence talent decisions, challenging hiring leads to hire the top talent.
  • Conducting high volume recruitment activities to source top talent for various departments.
  • Conducting needs assessments and implements recruitment strategies and develops search strategies to recruit and assess the best talent the market has to offer.
  • Collaborating in the development of a talent acquisition pipeline in order to respond to both short and long term hiring needs.
  • Establishing and maintaining effective working relationships with NAV CANADA management and providing ongoing support to achieve the operational objectives while respecting the terms of the collective agreements and the Canada Labour Code, and other employment legislation.
  • Directing clients in recruitment techniques, selection criteria and placement processes, and reviewing and assessing the acceptability of employment procedures and practices.
  • Instructing clients in interview preparation by reviewing and advising on the appropriateness of questions to determine specific skill and experience capabilities of candidates.
  • Developing innovative and efficient means of recruiting well qualified, productive employees in a competitive job market, and promotes acceptance of same throughout the company.
  • Supporting and maintaining recruitment metrics and recording recruitment activities.
  • Creating and maintaining a network of internal and external contacts to regularly benchmark and remain current on demographics, future trends and developments related to government standards, industry practices, legislation, guidelines and programs related to HR.
  • Participating in external networking events, professional associations and career fairs to promote the NAV CANADA brand.
  • Ensuring staffing actions are accurately reflected in HR system on a timely and accurate manner.
What we are looking for
  • Post secondary education in Human Resources or in a related field.
  • HR designation considered an asset
  • Minimum of 3 years of relevant experience as a Recruiter/Talent Acquisition Advisor or HR Generalist.
  • Experience working in a unionized environment
  • Experience using an enterprise-scale Applicant Tracking System (ATS)
  • Demonstrated ability to partner with hiring managers, to understand their business needs and collaborate on innovative recruitment solutions.
  • Proven ability to multi-task and prioritize a high requisition load in a fast-paced environment.
  • Strong verbal and written communication and interpersonal skills; ability to-partner and build strong relationships with internal and external stakeholders.
  • Proficiency using the MS Office suite (Excel, PowerPoint, Word)
  • Change management and project management experience an asset.
The work location for this position is the Winnipeg Area Control Centre located at 777 Moray St, Winnipeg. This role has been approved for a Hybrid flexible work arrangement requiring 1-4 days in the office per week.The successful candidate must meet the security requirement of the position and be legally able to work in Canada.In accordance with NAV CANADA’s COVID-19 Vaccination Policy, all new employees and students are required to be fully vaccinated for COVID-19 as defined by Health Canada, subject to applicable verified accommodation requests.
