Job Description

Under the general supervision of the Technologist Grade 3, the Technician Grade 3 - LIS (Drafting and GIS) provides front line service to the public for the provision of data and mapping products and is responsible for producing custom maps, querying large sets of data to update AMANDA property records, updating the City land inventory and producing miscellaneous plans.The Technician Grade 3 also maintains various related Branch databases and carries out complex drafting, mapping and analysis and maintenance of spatial data using computer aided drafting (CAD), mapping and GIS software. This position interprets and plots complex legal descriptions and information from construction and design drawings, plots building locations, aids in processing of medium to large scale building permits through Application Management and Data Automation (AMANDA) and exports data sets to Google Earth file formats.As the Technician Grade 3 – LIS (Drafting and GIS) you will:

  • Create custom maps (digital and hardcopy) and data sets (i.e. ownership, zoning, land use, economic development) with information from the Land Based Information System (LBIS) and/or other departments/clients, using mapping software (i.e. GeoMedia Professional).
  • Maintain and create City Wall Map workspaces/templates (i.e. street, zoning, city land, land use, etc.) using GeoMedia Professional.
  • Collaborate with the public and a variety of corporations and groups to ensure map and data set products suit their needs.
  • Use Structured Query Language (SQL) to join data sets and extract information from data sets to display on maps.
  • Create, maintain, and update boundary layers in accordance with By-Laws and queries large sets of data, using GeoMedia Professional and other software applications to ensure AMANDA property records are updated accordingly.
  • Compile lists of properties/roll numbers/addresses affected by boundary changes based on spatial queries and provide them to the Information Systems and Technology Branch to update AMANDA property records.
  • Liaise and assist appropriate City staff if information related to a boundary is lacking or ambiguous, and when issues or concerns are identified based on boundary definition/limit.
  • Create, maintain and update City Land inventory using GeoMedia Professional and update property records for new subdivisions, lot splits and address changes in AMANDA.
  • Compare City Owned Land information from Planning, Property and Development and the Assessment and Taxation Departments using GeoMedia Professional query tools to identify discrepancies and update accordingly.
  • Query AMANDA periodically to identify roll number and/or ID mismatches between AMANDA property records and Assessment polygon layer and update accordingly.
  • Use GeoMedia Professional to create and export data sets to Google Earth files (i.e. River Lot and City boundaries, locations, events).
  • Perform complex mathematical computations related to property boundaries using principles of geometry and trigonometry, calculators and computer software (i.e. AutoCad, MicroSurvey, etc.).
  • Provide or assist in the training and development of junior staff.
  • Search historic city land inventory (paper) to determine acquisition date, file number, jurisdiction, method, property description, title numbers and vendor for Department staff.
  • Perform other related duties consistent with the classification as directed.
Your education and qualifications include:
  • Diploma in Geomatics or Geographic Information Systems Technology from Red River College, OR equivalent program of study from another educational institute including courses in principles of GIS, managing databases and survey computations, OR an equivalent combination of education, training and experience.
  • Minimum 5 years’ experience related to Geomatics and Geographical Information Systems (GIS) activities.
  • Experience using GeoMedia Professional and other GIS software, including initiating and completing drawings (eg: GeoMedia Professional, MapInfo, etc).
  • Experience performing complex analysis (including custom queries) of data using GIS principles and software, and prepare accurate reports and maps of the results.
  • Experience interpreting blueprints, legal plans, and technical drawings in order to prepare drawings, reports and update databases.
  • Experience with Microsoft Office software, particularly Access, Excel, Outlook, and Word.
  • Proficiency with databases and database software.
  • Knowledge of survey mathematics and the ability to carry out routine and complex survey computations.
  • Customer service skills and the ability to handle customers with tact and professionalism.
  • Knowledge of the operation of The Property Registry’s Winnipeg Land Titles Office.
  • Ability to provide support and training for junior staff related to database, GIS, and mapping software.
  • Familiarity with boundary related City of Winnipeg By-Laws is an asset.
  • Ability to organize and efficiently carry out assignments and meet deadlines.

  • Ability to use AMANDA software within 3 months.
