Job Description

District of KitimatDeputy Fire Chief – Prevention and TrainingExempt Staff, Permanent Full TimeThe District of Kitimat is recruiting for the position of Deputy Fire Chief – Prevention and Training. This is an Exempt Staff, regular full-time position.Under the direction of the Fire Chief, assists in organizing and directing firefighting, fire prevention, pre-hospital care and rescue services; the administrative and management nature entailing the organization of platoons, scheduling of shifts, and other related duties.Specific accountabilities include: providing leadership and direction in fire prevention/education including fire investigations; planning and coordinating the training of all fire department personnel in the use of equipment and specialized training and all phases of fire fighting and paramedic licensing requirements; responds to fire calls in the absence of the Fire Chief to direct firefighting operations; ensures that existing policies, procedures and guidelines related to fire prevention, education and investigation are consistently applied; maintains records; recommends and purchases required supplies and equipment; conducts fire investigations and coordinates fire prevention inspections; participates in the development of the annual budget; acts as a Local Assistant to the Fire Commissioner; acts as a liaison for the community and industry regarding fire prevention and education; represents the fire department on various committees; assumes the role of Deputy Emergency Program Coordinator; manages minor repairs to BCEHS ambulances; manages employees in a unionized environment.The ideal candidate will possess the following qualifications, skills and experience:

  • Minimum of three years of satisfactory service as a Fire Captain. Experience as Chief Officer is an asset
  • High School Graduation
  • Class 3 & 4 B.C. Drivers License with air brake endorsement
  • Certifications or “grand-parented” in the following BC Fire Service Academy and Kitimat Fire Department courses or equivalent:
    • Fire Officer
    • Safety Officer
    • Incident Command Level II
    • Fire Prevention Officer
    • Holds or has held a Primary Care IV license
    • Fire Investigation Levels I and II
Thorough knowledge of:
  • The operation and maintenance of all apparatus and equipment and methods used in combatting, extinguishing and preventing fires and in rescue work
  • Rules and regulations governing the Fire Department, standing orders of the department and all Federal and Provincial acts related to the activities of the department
  • Principles and practices involved in training personnel and the BC Fire Service Minimum Training Standards (Playbook)
  • The Fire Code, NFPA and the inspection processes and the process of pre fire planning
  • Hydraulics as applied to firefighting, building construction and related codes, electric power codes and the location of hazardous occupancies in the municipality
  • The agility and strength to do prolonged and arduous work under adverse conditions and to react quickly and remain calm under duress and strain
  • Skilled in the operation and maintenance of firefighting and rescue equipment
  • Experience managing in a unionized workplace at a management level preferred
  • An appetite for progressive change and continuous learning
  • Strong organizational and time management skills are essential
  • Exceptional interpersonal skills
  • Mechanical aptitude
  • Ability to read plans
  • An understanding of modern management practices, including Human Resources management and the application of modern business practices.
  • Good written and verbal communication skills
  • Proficient in Microsoft Office
  • Ability to work outside of regular business hours
