Job Description

Manager, Public Policy & AdvocacyHealth Services - Strategic Policy & PerformanceStatus: Contract Full-Time, Duration: Approx. 8 MonthsSalary Range: $107,121 - $133,902 per annumWork mode: Hybrid* see below for more details about this work modeWho we are: In collaboration with our partners, we provide a system perspective and specialized supports to achieve Regional and Health Services priorities and health program outcomes.Reporting to the Director of Strategic Policy and Performance, this position leads and manages the Health Services Public Policy and Advocacy section in a way that positively impacts the department’s ability to influence the health system and the Region’s roles within it. The Manager will provide the Health Leadership Team and community partners with analysis of political, economic, social, business and policy trends, to assist in strategic planning, the achievement of initiatives and action plans that are developed in the department’s advocacy and policy plansWhat you will do in this role:

  • Oversee the department’s inputs and objectives concerning corporate wide policy development, including the overall responsibility of Health system-wide related policy, research and project activities as they relate to Health Services and to other partnering departments, agencies or government bodies
  • Manage multifaceted cross-departmental and cross-system projects or initiatives that are driven by the Region’s strategic priorities whether as identified as Term of Council Priorities or as directed by Council
  • Oversee and manage the coordination and implementation of policy-related stakeholder relations including supporting the Commissioner and members of the Health Leadership Team (HLT) in the identification, assessment and implementation of strategic communications (for example requests from various depts., communication with other levels of government, Councillor Updates and requests, etc.)
  • Provide leadership and direction with respect to policy development, research, analysis, advocacy, consultation and health system Council reports (i.e. Mental Health, provincial user fees, etc)
  • Report on the identification, assessment, evaluation of emerging health system trends, changing directions, new initiatives and corporate expectations, and recommends action plans in response to identified trends
  • Manage and develop employees which include: hiring, coaching, motivating, disciplining, assigning and delegating work, conducting performance reviews, developing job objectives, and ensuring quality and service standards are met
  • Provide strategic analysis, and facilitate internal and external consultations to support community advocacy through collaborative partnerships and to support effective advocacy with other levels of government on behalf of the Department; may be required to articulate Departmental and Regional concerns on social issues in inter-governmental forums
  • Promote a service-oriented culture and focus and promotes teamwork and integration within the unit, the Strategic Planning, Policy and Partnerships division, the Human Services department and with other Region of Peel and external parties participating in cross-functional initiatives
  • Manage a complex portfolio with the ability to balance competing interests and priorities from clients and provides timely communication of critical issues and risk mitigation opportunities
  • Develop and administer the operational budget for the section including providing input into the development of the Divisional budget and administers the Section’s budget while identifying resource requirements to meet long-term operational commitments and to ensure financial soundness and viability of programs/services
What the role requires:
  • Post secondary degree in Health Service related fields or Public Administration or Planning combined with a minimum of 5 years experience in leadership roles
  • Combination of education and experience may be considered
  • Working knowledge of legislation that directs and supports the delivery of Health Services programs and services
  • Working knowledge of the Health System with proven management capabilities to lead, mentor and develop teams
  • Polished understanding of change management principles and methodologies
  • Sound political awareness and judgement to respond to high-pressure situations tactfully and with a diplomatic understanding
Skills/Abilities:
  • Demonstrated organizational and administrative skills including budget preparation and expenditure monitoring
  • Expert in customer service and client relationship managing, having experience with internal and external stakeholders
  • Exceptional communication skills, both written and verbal to act as key liaison between Health Services divisions, stakeholders, the general public and health professionals
  • Report writing acumen to deliver on Council Reports, letters to Councillors, Steering Committees, as well as senior leadership groups
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Work Mode & Job Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 7120 Hurontario St, Mississauga, ON worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements.
