Job Description

Project Manager, Water/Wastewater Operations and Optimization2 Contract Full Time Vacancies - 24 Month Contract DurationPublic Works - Water and WastewaterReporting to the Manager of Water & Wastewater Operations and Optimization, the Project Managers are responsible for large complex operations & optimization projects. These projects involve large diameter transmission watermains/trunk sanitary sewers and appurtenances, groundwater and surface water/wastewater treatment facilities including membrane treatment, ozone, ultraviolet (UV), incineration, digestions, biogas recovery, power generation water pumping and water storage facilities. Projects further extend with inter-municipal partnerships between Peel, Halton, York and Toronto for water & wastewater servicing and source water monitoring & protection. Operating annual budgets are typically greater than $50 millionWhat you will do:

  • Effective delivery of large complex operations & optimization projects for groundwater and surface water/wastewater treatment facilities, water pumping and water storage facilities.
  • Coordination and management of multiple budgets, stakeholders, and vendors.
  • Working in collaboration with manager or program managers, define operations & optimization project objectives, scope of work, key stakeholders, roles and responsibilities, key deliverables, proposed stages and schedules. Identify project risks and mitigation strategies. Prepare terms of reference, tender documents for contracts, requests for proposals and evaluate detailed proposals. Lead Value Engineering assignments when peer review is required to ensure constructibility and value.
  • Negotiate with public utilities, conservation authorities, local municipal representatives, provincial and federal agencies to secure required permits and approvals in collaboration with Infrastructure Planning, Real Estate and Legal support staff.
  • Review submissions in collaboration with Manager, Program Manager, vendors, Operations, SCADA, Compliance, Inspectors and Contract Administrators to ensure alignment with contract standards and specifications, service delivery standards and regulatory compliance.
  • Coordinate with the various operations & maintenance teams and other parties to minimize any overlapping of infrastructure works, minimize service disruption, workout feasibility plans to meet all timelines and ensure contract specifications are adhered to. Coordinate with Capital Teams, Treatment teams, Operations and Inspectors to integrate maintenance activities with optimization project plans.
  • Working in collaboration with Manager, Program Manager, vendors, Operations, SCADA, Compliance and contract administration staff to develop operational & maintenance standards, emergency testing protocols, automation system, enterprise asset management standards, reporting standards and level of service objectives for key operating parameters.
  • Demonstrate accountability, monitor and regularly report and forecast budget spending.
  • Provide feedback to vendors, address vendor performance issues and complete vendor performance reviews in a timely manner.
  • Create and maintain constructive partnerships and relationships with local municipal representatives, conservation authorities, government agencies, water and wastewater industry associations, contractors, consultants, suppliers and academic researchers and institutions for the benefits of Peel.
  • Build trust in our services by actively working to find solutions with our residents, business owners and councillors.
  • Set clear, realistic expectations with residents and business owners regarding timelines and follow up throughout the project.
  • Prepare written communications that are clear, concise and accurate, effectively simplifying technical or complex information.
  • Regularly maintain and enhance knowledge on emerging issues, new technology, changing standards, codes and regulations, internal policy and procedure changes, and innovative products, services and practices.
  • Assist in the preparation and development of the annual capital budget by identifying new business requirements, infrastructure needs, and process or practice improvements.
  • Identify, recommend and implement changes in the workplace to mitigate or eliminate safety hazards
What we require:
  • An undergraduate bachelor’s degree in engineering combined with a minimum of 5 years direct working experience in planning, design and construction of municipal infrastructure including watermains/sanitary sewers, and/or water/wastewater treatment facilities, pumping and storage facilities. Applicants with an equivalent combination of education and experience may also be considered.
  • Thorough knowledge of water distribution/sanitary sewers, transmission, pumping, storage and/or treatment processes, design and construction practices, codes and standards. Knowledge and experience in SCADA, electrical, mechanical and civil engineering related to large scale water/wastewater treatment and pumping facilities is a considerable asset.
  • Thorough knowledge of construction law, municipal procurement policies and procedures, tendering/contract process, value engineering, contract administration, Environmental Assessment process, Occupational Health and Safety Act and regulations and the Safe Drinking Water Act and regulations.
  • Highly effective interpersonal skills to prevent or resolve conflict with staff, contractors, suppliers, residents, councilors and other stakeholders.
  • Superior verbal and written communication skills to prepare reports, technical memos, conduct training and oral presentations/discussions and liaise with a variety of individuals at various levels and to represent the Region at meetings.
  • Diplomacy, tact and organizational awareness to work with a variety of individuals, consultants, contractors and key stakeholders to coordinate work, avoid conflict and drive progress.
  • Strong project management, negotiating, organizational and presentation skills.
  • Proficiency in Microsoft Word, Excel, Microsoft Project, Outlook and GIS.
  • Must have a valid Class “G” license and access to a vehicle.
