Job Requisition Id: 134699Business Function: FinancePrimary City: OttawaProvince: OntarioEmployment Type: Full-TimeEmployment Status: PermanentLanguage Requirement: English EssentialEmployee Class and Level: CPMGA02Job Closing Date : 22/09/2021Job DescriptionCosting Methods is the part of Business Measurement (Finance) responsible for the determination of costing principles, methodology, frameworks, costing rules, and application of those rules and methodologies for the purposes of providing sound managerial costing support to the organisation. This support includes the generation of specific costing information for management decision-making and regulatory reporting. As such, Costing Methods acts as the primary Service Bureau for corporate costing analyses.The Manager of Fulfillment Costing Methods is a highly specialized knowledge position responsible for the creation, maintenance, and provision of the Costing Methods knowledge base with respect to all Fulfillment processes - namely Mail Collection, Mail Processing, Transportation, and Delivery.The Manager is accountable for maintaining strong relationships with cross-functional stakeholders and representing central finance in the appropriate and consistent use of cost information. The Manager requires sound experience and intimate knowledge of Mail Operations and maintains a continuous liaison with that function.The Manager supports business case development within the Company, including the establishment of business case costing tools. The Manager also provides guidance to Cost Production and Systems for the appropriate generation of management information in multiple systems (SAP, Oros, etc.). The Manager is accountable for providing cost analyses where productionalised cost information is not generated by Cost Production and Systems.Costing Methods provides cost analysis support to:Assist the functions in business case development where appropriate productionalised information is not available;Conduct financial due diligence evaluations for proposals (definition of facts and assumptions, financial analysis, risk assessment).Undertake diverse financial analysis required on an ad hoc basis and the development of analytical tools /frameworks / costing models in support of the business.Evaluate and analyze proposed collective agreement demands and/or concessions, including the preparation of various financial studies on contract comparisons and grievances / memorandum of agreements.Fulfillment Costing Methods has responsibility for intimate understanding of the Corporation’s highly complex, highly diverse core operations, their costs, their cost drivers, and the behavioral implications of costing. Weaknesses in our ability to cost Fulfillment processes undermines the management decision making capability across most major functions (such as marketing, sales, strategy, finance, and operations). As such, this role represents a critical control over decision making effectiveness.The duties require very strong analytical and communication skills (written and oral) and the ability to successfully manage across the organization and at all levels (including GM, CM and vice-president levels). Requires strong grasp of the concepts and practices of Activity Based Costing.Job ResponsibilitiesBelow are the main job requirements and responsibilities for the Manager, Fulfillment Costing Methods.Maintains highly insightful knowledge and understanding of fulfillment processes and the costs and cost drivers of the detailed activities of those processes.Provides ongoing oversight into all fulfillment costing methods applied in the Corporation for management decision-making purposes.Fulfill costing requests of functional stakeholders in support of new product cost and profitability assessments, pricing profitability improvement calculations, capital or operating project assessments and business cases, program development, planning and non-generic business cases outside of standard models.Reviews data source validity and provides liaison with operational and non-operational groups for the update of data systems, corporate sampling and measurement systems to meet fulfillment costing requirements.Liaise with other Business Measurement areas; regulatory costing methods/the Annual Cost Study, Business Measurement Development (strategic application, contribution management, and activity-based costing and management), and Cost Production and Systems (generation of results out of SAP CO, SAP COPA, ABC, and other systems).Identify major drivers of cost in fulfillment and the key levers in managing those costs so that corporate financial performance can be improved.Co-ordinate and participate in the development of baseline performance monitoring and measurement plans.Provide advance warning to the Business Measurement community when significant changes in cost structure or cost relationships are anticipated.Dictate the fulfillment costing methods for use in SAP for both the CO (Controlling) Module (specifically Business Process allocation and productive output tracking) and the COPA (Profitability Analysis) Module. The Manager is accountable for the integrity of the costing rules, not the technical configuration, maintenance, and implementation of those rules.Job Responsibilities (continued)Dictate the fulfillment costing methods for use in costing models such as Activity-Based Costing (ABC) and DBCM/ProfiTest (or whatever name it subscribes to at any given time) for Sales business cases.Contribute insight into the appropriate fulfillment costing methods to be applied for regulatory purposes in the Annual Cost Study, deferring to the Regulatory Costing Methods Manager for regulatory appropriateness.Undertakes special studies, forecasts and other analyses on behalf of management as the basis on which to maintain strong operations knowledge and awareness.Assist the rest of Business Measurement in the advancement of an activity-based management culture and capability, including the improvement of Business Process tracking in SAP.Responsible for the development and documentation of financial and costing models for fulfillment processes, the related bill of activities, and standard data in support of various initiatives. Lead efforts for new source of data facilitation prior to hand off to CSP.Responsible to perform and evaluate miscellaneous costing analysis to support CPC negotiation process (CUPW, APOC, PSAC) on contract demands and concessions, grievances and memorandum of agreement. Participates on collective agreement contract reviews and comparisons.Liaise with other financial professionals (internal and external) to remain up-to-date with current trends in management accounting, Activity-Based Costing, accounting policy, and developments in related Management decision support systems and tools.
