Job Description

Role: Community Development OfficerDirect Reports: NoneOverview: The Community Development Officer is a new position within the Town of Pictou that was created to support new initiatives and business development around Pictou’s downtown and waterfront district. The position will provide leadership and guidance in identifying, securing, and managing funding opportunities for municipal priorities/initiatives and will be responsible for coordinating communication activities, facilitating community engagement, and marketing and promoting the Town of Pictou for tourism and economic development purposes. The person will also support the Manager of Recreation Services in developing inclusive community facilities, recreation services and active living programs.Responsibilities: The following is a general outline of the duties and responsibilities of the Community Development Officer. The listing is not intended to be all inclusive or to limit the Community Development Officer’s initiative to expand their function beyond this scope nor is it intended to limit the Supervisor’s right to assign other duties.Grant Administration:

  • Effectively prepare and submit applications for funding according to prescribed processes and deadlines
  • Prepare and submit required reports and documentation as required by funding agreements
  • Collaborate with Town Staff and Town Council to understand current and upcoming projects and priorities
  • Work collaboratively with departments to identify needs and match with potential funding sources
  • Advise the CAO and the Senior Management Team on potential funding sources
  • Build and maintain relationships with potential funding partners, both public and private
  • Assist the CAO and the Senior Management Team in the implementation of strategic priorities, which include research, report writing, program and policy development
  • Administer and oversee the Town’s grant program
Communications:
  • In coordination with all departments, develop and implement a communications strategy that projects a cohesive image of the Town to the public
  • Manage the Town social media presence (Twitter, Facebook, etc.) and website, and ensure all content generated is accurate, relevant, creative and engaging
  • Coordinate key public messaging with Town staff to ensure that alerts, public notices and other important public information is drafted and distributed in a timely fashion
  • Serve as a point of contact for media relations and general media inquiries
Community Engagement:
  • Organize and facilitate opportunities for inclusive community engagement on key municipal issues, as required
  • Oversee implementation of place-making initiatives
Marketing & Promotions:
  • Identify and maximize opportunities for the Town to be featured in various tourism or economic development media
  • Liaise with business, tourism, and economic development organizations and stakeholders to prepare marketing and promotions materials for the purposes of tourism attraction and economic development
  • Identify and maximize opportunities for the Town to be featured in various economic or tourism development media that promotes the Town of Pictou as place to invest, live, work and visit
Other:
  • Support the Manager of Recreation Services with the management and execution of the events, programs and facilities
  • Provide customer service via telephone and front counter in the absence of other staff (due to vacations, illness or lunches)
  • Assist with other administrative duties and general office responsibilities as may be required from time to time
Preferred Qualifications:
  • Post-secondary education in community or economic development, business administration, communications, or related field
  • A public sector background in community development and people management for a minimum of two years
  • Project management experience in community projects, programs or event management
  • Experience working with community groups, partners, stakeholders, and volunteers
  • Financial experience with project and program management
  • Experience in budgeting for operations and capital/asset management
  • Excellent oral and written communication and organizational skills
  • Effective interpersonal and people management skills
  • Flexibility and ability to deal with changing priorities
  • Experience writing proposals and government funding applications
  • Ability to prioritize and handle multiple deadlines
  • Critical thinking along with strong problem-solving skills
  • Must have a valid driver’s license and access to a vehicle
  • Must have a clean criminal record
