Job Description

Position Title: Recreation ManagerReports To: Deputy ClerkDirect Reports: Aquatic Manager, Green Area Maintenance, Summer StudentsOverviewThe Recreation Manager is responsible for a broad range of duties and responsibilities that focus on creating inclusive community facilities, recreation services and active living programs. This position requires a person with the ability to communicate and interact with local, provincial, and federal government levels. They are responsible for managing more than 15 full time, part-time and seasonal workers who operate and maintain the Pictou Fisheries Training Pool, trails, sport fields and other recreation facilities. The Manager provides advice and assistance to recreation groups that have a role to play in improving the quality of life of our citizens. The Manager also collaborates with the Community Development Officer, the Town of Pictou Recreation & Parks Committee members, community organizations and volunteers to offer a number of community-based events and recreation services.Specific Duties and ResponsibilitiesProgram Development, Planning and Facilities:

  • Strategic planning and policy development for recreation programs, active transportation and services that will foster health and wellness, cultural unity, and safety with the objective to maximize participation
  • Monitor and evaluate the efficiency and effectiveness of program and service delivery methods to determine recreation needs/gaps/trends, and identify opportunities for improvements including equity of access
  • Oversee operations of recreation buildings, playgrounds, indoor swimming pool and parks for continued growth and identify opportunities for improvements
  • Assist with beautification efforts of green spaces
Community Development:
  • Collaborate with the Community Development Officer to provide advice and assistance to community groups and volunteers
  • Promote and encourage leadership/professional development opportunities available to community organizations and associations
  • Maintain and create networks and working relationships with regional, provincial and national agencies
  • Work closely with the Municipal Physical Activity Leadership (MPAL) Coordinator
  • Participate in county-wide and regional recreation initiatives
Human Resources:
  • Employee hiring, performance reviews, orientation and training, managing layoffs and discipline, supervision of seasonal and part-time recreation and maintenance staff
  • Ensure compliance with occupational health and safety of staff and volunteers, and their conduct while engaged in work with the department
  • Pursue professional development opportunities that will increase job effectiveness
Finance:
  • Prepare and monitor annual operating and capital budgets
  • Apply for project grants and solicit donations/sponsorships on a per project basis
  • Develop long-range capital recreation projections
Communications:
  • Develop and implement promotions plan for recreation programs, services and events
  • Raise public awareness and education of recreation programs and events through town website, newsletter, social media, other
General:
  • Advise Council and the CAO in the areas of recreation, facility and community development
  • Administrative duties including monthly reports to Council
  • Cover general front-counter service in the absence of other employees
Qualifications and TrainingEducation and Experience:
  • A degree or diploma in recreation, community development or related field
  • At least five years experience working in the recreation or community development field or similar environment
  • Previous municipal experience is considered an asset
Knowledge, Skills, Abilities:
  • Must have excellent interpersonal skills and demonstrate experience in leading a team while preparing and managing budgets
  • Strong management skills, preferably in a recreation or community development environment
  • Must have excellent multi-tasking skills, with the ability to trouble shoot and creatively deal with unique situations
  • Strong written and verbal communication skills are essential
  • Demands for oversight on projects, events or emergency requests can happen at anytime
  • A high degree of initiative and the ability to work independently
Conditions of Employment
  • Salary range of $48,000 to $55,000; with annual cost of living adjustments when approved by Council; base increments are based upon successful performance reviews
  • Participation in defined contribution retirement and comprehensive benefits plans
  • Non-unionized full-time position
  • Valid Nova Scotia driver’s license
  • Compensation for personal vehicle use, as required
