Job Description

POSITION PURPOSE:Reporting to the Director, Operational Planning, is responsible for managing and coordinating all contracts, agreements, procurement, and delivery of goods and services for the Branch; coordinating bid processes for the Branch (e,g. RFQs, RFTs and RFPs); preparation of Council reports; implementing best practices and processes and ensuring that the Procurement By-law is followed in accordance with the Corporate Procurement Office and Departmental/Branch procedures and policies, and in compliance with the Ministry of Health, Ministry of Long-Term Care, and Ontario Health funding regulations and purchasing requirements.MAJOR RESPONSIBILITIES

  • Manages the Branch’s contracts and agreements, including all aspects of the procurement process for the Branch, ongoing management of vendor performance, issues resolution, contract budget management, and contract renewal requirements in conjunction with Corporate Procurement Office, Risk and Legal Branch and in accordance with the Region’s Purchasing By-law and Ministry requirements.
  • Manages the Branch’s service agreements with Ontario Health, Ministry, agencies, professional services, contracted consultants and individuals and manages contracts for procurement of services for the Branch.
  • Manages the ordering, purchasing and delivery of all equipment and supplies directly used in the delivery of Branch services, including liaising with Legal, Insurance & Risk, and the Corporate Procurement Office, on RFP’s, quotations, tenders, reports, leading evaluation teams, insurance and WSIB requirements and vendor performance.
  • Assists the Director in preparing, recommending, monitoring and controlling the Branch budget; prepares the business unit annual budget, special project budgets, and work plans.
  • Continually monitors expenditures to ensure compliance to budget and the effective and efficient use of resources.
  • Participates in planning and formulation of strategic initiatives for service improvements.
  • Investigates and resolves irregularities/discrepancies in delivery, service performance and billings with consultants, contractors and suppliers.
  • Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Liaises with and proactively develops relationships with stakeholders including government/non-governmental agencies and the public, to facilitate the delivery of services.
  • Assumes functions of the Director, in that person’s absence, as directed.
  • Performs other duties as assigned to meet Departmental/Branch goals and program/service objectives.
QUALIFICATIONS
  • Successful completion of a University degree in Business/Public Administration, Finance, or related field or approved equivalent combination of education and experience.
  • Minimum five (5) years demonstrated experience in project management, procurement, financial and planning capital budgets, including demonstrated supervisory or leadership experience.
  • Able to manage multiple projects within budget for the Branch.
  • Demonstrated knowledge of relevant Legislation, Standards, Purchasing By-laws, Acts and Regulations.
  • Superb Planning and forecasting skills to be able to manage projects, contracts and procurement processes
  • Working with managers to do research, gather the requirements, and prepare documentation for purchasing
  • Valid Class "G" Drivers License and reliable vehicle for use on corporate business.
  • Satisfactory Police Vulnerable Sector Checks (PVSC).
  • Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
