Job Description

POSITION PURPOSE:Reporting to the Program Manager, Asset Management Data Analytics is responsible for providing analytic services and business solutions to clients by applying spatial analysis tools; providing GIS analysis and application solutions related to the Transportation Asset Management program, including GIS applications and database modelling as well as creation and maintenance of spatial data; and coordinating and leading GIS projects.MAJOR RESPONSIBILITIES

  • Provides GIS services to Infrastructure Management and PMO (IMPMO) Branch by analyzing GIS application requirements for the Transportation Asset Management program.
  • Designs, develops and implements GIS applications; designs and coordinates the production of cartographic products.
  • Designs, develops, implements and maintains relational database systems (GIS database structure, tables, forms, reports, etc.,) and creates linkages to spatial data.
  • Works with staff to assist with development and documentation of data and the development of standards, protocols and conventions; reviews completed work to insure compliance with these standards.
  • Manages GIS projects and project teams, ensuring the timely delivery of GIS products and services through project management principles and techniques.
  • Tracks project activities, time lines and project deliverables.
  • Conducts user-needs assessment with Transportation business units for geographic business solutions and knowledge management.
  • Provides support to the Branch by liaising with Geometrics and Information Technology Services Branch and GIS vendors, as required.
  • Participates on committees, task forces and work groups, as assigned.
  • Writes reports and documents projects, programs and processes.
  • Participates in performance metrics planning activities, as required.
QUALIFICATIONS
  • Successful completion of a University Degree in Geographic Information Systems (GIS), Environmental Science, or related discipline with an emphasis/major on GIS, or approved equivalent combination of education and experience.
  • Minimum three (3) years progressively responsible and practical experience in GIS application development, including web services and applications, and user requirements and/or spatial information management.
  • Thorough technical knowledge of GIS software and techniques (incl. ArcMap, ArcInfo, ArcSDE) and relational database systems; working knowledge of programming languages e.g. VBA.
  • Knowledge of Roads Branch functions.
  • Demonstrated project management skills and application of principles, tools and techniques.
  • Demonstrated skills in spatial data creation methods and techniques and spatial product delivery design and production.
  • Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
