Job Description

Organization Summary:Empowered by the First Nations Leadership Council and in partnership with the provincial and federal governments, the BC First Nations Justice Council (BCFNJC) is responsible to 203 First Nations in BC. Our mandate is to reduce the overrepresentation of Indigenous people in the criminal justice system and to support Nations as they move to sovereignty over justice.The BCFNJC is rapidly growing, and we are seeking team members who understand the gravity of this responsibility and are excited by the opportunity. We take our mandate seriously but also strive for a balanced, caring work environment that is respectful and supportive.Position Summary:Subject to direction provided by Council and the Indigenous Women’s Steering Committee, the Provincial Manager for Women will advance the needs of women in the justice system and support Nations to establish their own systems to support their women and children, guided by Strategy 11 of the BCFNJC Justice Strategy.The Manager for Women & Child Protection leads the development of Indigenous Women Justice Plan Committee through the management of the work on the steering committee on Strategy 11.Furthering the Strategy, this role will participate in provincial and federal groups looking at women in justice and establish Council’s involvement in advocacy for implementation of the MMIWG and Indigenous people who identify as 2SLBGTQ++ as they pertain to the criminal justice system.Job Duties and Responsibilities:

  • Report to and take direction from the Indigenous Women’s Steering Committee.
  • Supervise contract staff/researchers and coordinate the development of the Indigenous Women Justice Plan, including the organization of four regional sessions.
  • Work with the Executive Director and Director of Finance to assist with budget allocation for the Indigenous Women Justice Plan in accordance with funds provided by government partners.
  • Provide professional advice and consultation to First Nations organizations, Indigenous Justice Branch, the Ministry of Attorney General and other Indigenous service providers on issues pertaining to Indigenous Women’s rights and the IWJP.
  • Manage and support a team of 3 researchers tasked with drafting the Indigenous Women Justice Plan.
  • Work with the Manager of Human Resources to assist with performance evaluations of Indigenous Women Justice Plan staff.
  • Ensure appropriate mental health supports/resources for Indigenous Women Justice Plan staff.
  • Organize events to ensure community participation in the development of the Indigenous Women Justice Plan, which will involve the organization of workshops and similar events.
  • Periodically report to the Executive Director of BCFNJC, maintaining an open channel of communication.
  • Implement a communications plan to engage with advisory/editorial groups and subject matter experts to review content of the Indigenous Women Justice Plan.
  • Seek endorsement of the draft of the Indigenous Women Justice plan from the Indigenous Women’s Steering Committee, BCFNJC Council, Rights-Holders, and other relevant parties.
  • Deliver a Final Activities and Expenditures Report (deadline: July 29, 2023) regarding the Indigenous Women Justice Plan, including the following deliverables for the period:
1. All financial reporting or invoicing, physical reports, and other relevant correspondence as applicable.2. Statement of Revenue and Expenditures acceptable to ISC3. Final report on activities completed and accomplishments
  • Provide leadership, direction, and supervision to the community outreach staff in our Indigenous Justice Centres (IJCs).
  • Work with other provincial staff and the IJC staff on justice issues relating to women, children and youth.
  • Stay informed on provincial and federal initiatives aimed at women and children and the justice system.
  • Work with Nations to establish proactive measures to prevent women and children.
  • becoming involved in activities that bring them in conflict with provincial and/or federal law.
  • Source funding options for Nations to pursue for programming that assists women and children.
  • Incorporate recommendations from federal and provincial governments relating to the MMIWG into Strategy implementation planning.
  • Understand impacts of child protection legislative changes and assist Nations to move towards managing their own system of child protection under the federal Act respecting First Nations, Inuit and Metis children, youth and families.
  • Perform other related duties as assigned.
Qualifications and Work Experience:
  • University education in Indigenous studies, social work, law, criminology, corrections, mental health or related field, or a combination of experience and other academic qualifications will also be considered. Master’s degree desirable.
  • A minimum of 5 years of experience in field of violence against women, child protection or a related field.
  • Experience with First Nations legal issues, political bodies and legal traditions.
  • Passion for transforming a legal system into a justice system for Indigenous women and children in BC.
  • Ability to work collaboratively with a multi-disciplinary team.
  • Belief that legal systems should be client/person-centred, not lawyer centred
  • Ability to synthesize complex social problems and propose creative solutions with stakeholder input.
  • Ability to bring an Indigenous view to reforming the justice system.
  • Experience in developing collaborative service partnerships across ministries, authorities and with community stakeholders.
  • Experience facilitating issues in a highly sensitive environment; setting priorities and making decisions between high profile and competing needs; working with a diverse constituency; leading and supervising staff/contracted service providers
  • Excellent oral and written communication skills.
  • Persuasive advocacy skills that are culturally appropriate depending on audience.
  • Knowledge of MS Office programs including (Word, Excel, Outlook, PowerPoint).
  • Accomplished at communicating and collaborating with remote teams.
  • A valid BC Driver’s License and the ability to travel throughout the province from time to time.
  • A clear criminal reference check (CPIC) and vulnerable sector check will be a condition of employment.
