Requisition TitleManager, CollectionsClose Date10 October 2022Contract TypePermanent - Full TimeLocationMidhurst, ON L9X 1N6 CA (Primary)Job DescriptionPOSITION SUMMARYThe position leads the waste collections team by overseeing all waste collection, processing and support services, is project manager for the development and implementation of strategic initiatives, analyses data and makes recommendations, is responsible for budget preparation and administration, participates in industry groups and advocates for the County position with respect to provincial and federal legislation, regulation and policy.DUTIES AND RESPONSIBILITIES (not listed in order of priority)1. Provide leadership, develop strategic policies, procedures and programs, develop creative solutions, make recommendations to Council and implement plans that are appropriate for the effective and efficient delivery of initiatives.2. Manage overall waste collection programs, including waste collection and processing contracts, support services including, by-law, bulky and cart maintenance services, waste limit and waste diversion programs, along with public education campaigns and promotional materials.3. Project management for the development and implementation of strategic initiatives including overseeing the implementation of Solid Waste Management Strategy initiatives, special projects, new waste initiatives and the development of necessary infrastructure to meet County objectives.4. Analyze and make recommendations based on statistical data.5. Provide guidance on the development of tenders, REI and RFP to maximize positive outcomes. Negotiate contracts and agreements for area of responsibility.6. Responsible for the preparation and administration of the annual waste collection budget, review quarterly budget/forecasts to ensure expenditures are within approved limits, and participate in long term financial planning.7. Prepare Committee and Council reports, public reports and presentations, by-laws and agreements. Participate in Council meetings as required.8. Provide technical advice and develop/maintain effective relationships with stakeholders including contractors, consultants, Ministry of the Environment, lower tier municipalities, political representatives, media, and industry groups.9. Manage staff including confidential matters related to recruitment, performance appraisals, discipline and termination of personnel. Lead and manage both union and non-union staff in a manner that motivates, guides and directs employees to the realization of departmental goals. Maintain a work environment that promotes staff participation, teamwork and positive labour relations.10. Maintain knowledge of provincial and federal policies, regulations, legislation, initiatives and funding opportunities which relate to waste initiatives including identifying potential challenges and opportunities for the County. Participate in government waste initiatives to advocate for the County and the overall municipal position in the development of Regulations, policies and programs (e.g. producer responsibility).11. Participate in waste industry committees, public meetings and workshops as required.12. Perform other duties as assigned.13. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.14.
