Requisition TitleSite SupervisorClose DateContract TypePermanent - Full TimeLocationMidhurst, ON L9X 1N6 CA (Primary)Job DescriptionPOSITION SUMMARYThe Site Supervisor directs and oversees the operation, remediation and development of multiple County waste management facilities. These facilities include landfill sites, transfer stations, composting operations, household hazardous waste facilities, trucking and heavy equipment fleet, shredding and grinding operations. The landfill sites and transfer station operations include significant programs and processing requirements for waste diversion which is ahigh priority for the County.DUTIES AND RESPONSIBILITIES (not listed in order of priority)1. Ensure that sites are in compliance with MOE, MOL, MNR, EPA and other government regulations and guidelines.2. Ensure conditions of Site Environmental Compliance Approval are met and special waste classes are handled and disposed of properly.3. Ensure that all aspects of contracts are met according to specifications. Direct and liaisewith assigned consultants and engineers.4. Ensure effective utilization of County equipment and fleet for appropriate and cost effective movement and processing of waste.5. Provide supervision to site employees in a unionized environment in a manner that motivates, guides and directs employees to the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, teamwork and positive labour relations.6. Ensure efficiency of scheduling to minimize the use of overtime yet maintain site hours as per department policy.7. Develop and maintain orientation and training of staff and oversee their day-to-day activities according to Countypolicies and guidelines.8. Assist in the recruitment, evaluation, performance management, and discipline of personnel.9. Provide input into the development of site, facility and equipment budgets to ensure operating expenditures are within assigned authority and approved limitations.10. Purchase materials, supplies, services and equipment according to needs, budget limitations and purchasing policy as approved by the Chief Administrative Officer and review invoices to ensure accuracy.11. Direct and supervise contractors in a wide range of projects and discipline.12. Assist IC&I sector and registered waste haulers with regards to waste handling, special wastes,and hazardous waste disposal concerns.13. Oversee the County’s household hazardous waste facilities, compost facilities, waste diversion areas and special operations such as waste screening, wood grinding and environmental remediation projects.14. Market and sell recyclable and landfill-diverted materials.15. Plan and construct landfill environmental controls (leachate system design and construction, liners, caps and drainage systems).16. Survey grade for projects, as well as site topography and footprint conformity, to operations and design plans.17. Plan, build and retro-fit specialized equipment for recyclable processing systems, waste and compost screening systems and wood grinding systems.18. Ensure truck fleet and heavy equipment are properly maintained and meet Ministry of Transportation specifications. Ensure repairs are made promptly to minimize breakdown and safety hazards.19. Research, review and recommend new products, equipment, procedures and methods of operation.20. Provide input into the development and implementation of site related policies and procedures.21. Investigate and resolve complaints generally based on: noise, odours, vectors, vermin, or staff.22. Collect statistical data and prepare reports as required.23. Develop and maintain effective relationships with the public, areamunicipalities, government officials, agencies, organizations, institutions and others.24. Participate in committees as required.25. Perform other duties as assigned.26. Comply with provincial andCounty occupational health and safety legislation, regulations, policies and procedures.27. EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
  • Strong knowledge of waste management issues obtained through the completion of a University Degree in a relevant discipline or a Certified Engineering Technologist Diploma.
  • MOLO Certification (Manager of Landfill Operations) from SWANA (Solid Waste Association of North America) preferred.
  • Superior supervisory skills and the ability to interpret and apply employment policies and collective agreements.
  • Strong understanding of policies and related legislation or initiatives and their significance and potential impact.
  • Strong organizational skills and ability to meet deadlines.
  • Ability to work and make decisions independently.
  • Knowledge of surveying and mechanical skills with the ability to direct fill/excavation projects to grades specified on engineering blueprints.
  • Knowledge of water, air, and soil monitoring procedures and their related chemistry.
  • Knowledge of dispatching and scheduling trucking fleet.
  • Good knowledge of maintenance and the operation of heavy equipment.
  • Strong interpersonal and communication skills.
  • Knowledge of marketing recyclable and landfill-diverted materials.
  • Knowledge of word-processing and spreadsheet applications.
  • Valid Ontario Class “G” driver’s license.
EXPERIENCE
  • A minimum of five (5) years in progressively responsible related positions, including at least 1 year supervisory experience in the waste management field.
  • Experience in the supervision of staff and the administration of employment policies and collective agreements.
  • Municipal experience is preferred.
EFFORT
  • Some physical effort is required while working at the sites,operating equipment, walking around the sites, etc.
  • Visual and mental effort required when working on special projects, reviewing reports, etc.
WORKING CONDITIONS
  • Frequent exposure to inclement weather, garbage, noise, foul odors, extreme temperatures, dust, dirt, etc.
