Advisor, Programs Outreach- Community Building Retrofit Sector (CBR)The Federation of Canadian Municipalities (FCM) has been the national voice of municipal government since 1901. As a leading catalyst for innovation, GMF offers funding (loans and grants) and knowledge for sustainable municipal initiatives designed to support communities to improve air, water, soil quality, and to protect the climate. Through GMF, municipalities have built better transportation assets; constructed efficient and resilient buildings; diverted waste from landfill; made previously unusable land available for development; and improved soil and water quality.Major PurposeThe Advisor, Programs Outreach represents GMF and its offering to attract and retain high impact capital project opportunities that will meet the GMF annual targets for project financing. The advisor will work specifically on retrofit and new building projects. They will remain knowledgeable of innovative and ambitious environmental trends for municipalities and support prospective clients on their journey to a successful GMF application. Central functions of this role encompass delivering compelling presentations to key audiences, leadership and facilitation of project design and eligibility conversations, capacity building and project support to clients, as well as review and analysis to identify and evaluate possible options and creative solutions to inform decision-making.Through these activities, the Advisor contributes to FCM’s reputation by professionally representing the organization through their interactions with high profile stakeholders. The incumbent also contributes to FCM Programs’ strategic planning and program design by sharing municipal market needs, issues and trends with internal stakeholders.The future of work at FCM includes a commitment to being a more inclusive and anti-racist racist organization with a people centered approach.   • Proactively engage potential applicants to help reach FCM Programs’ funding targets
  • Manages client’s expectations while maintaining FCM’s reputation in a fast-changing environment
  • Engages with municipalities to provide advice to help clients improve their projects and find solutions that is the most relevant to their specific needs and circumstances
  • Develops and delivers effective presentations on a wide variety of subjects tailored to specific audiences
  • Develops/maintains a strong rapport with stakeholders, fostering effective and collaborative relationships
  • Collaborates with other organizations managing funding programs and identifies opportunities to leverage FCM funding when possible
  • Gathers intelligence from external stakeholders on key municipal needs/issues/trends and provides advice to senior management and internal stakeholders
  • Remains cognizant of innovative market trends, changes in legislation and municipal priorities and informs key internal stakeholders accordingly
  • Records activities (calls, meetings, presentations, etc.) in the Customer Relationship Management (CRM) system to ensure proper forecasting of potential applications
  • Manages a significant number of inquiries while providing high-quality customer service
  • Mines data from news aggregators to identify potential leads
Internal (25%)
  • Advises on outreach opportunities across Canada and help determine which ones will generate greatest return on investment
  • Obtains internal buy-in for innovative initiatives that challenges traditional thinking and current procedures
  • Actively participates in new offer development
  • Collaborates with other departments on developing criteria, tools and processes that will meet programs’ objectives while also meeting market needs
  • Advises and counsels staff on approaches to sensitive matters or areas of concerns raised by clients, in order to mitigate risk to FCM’s reputation.
Knowledge, Experience and Skills:
  • Post-secondary degree in environmental studies/sciences, public administration, planning, engineering or a related discipline or equivalent experience
  • Five years of experience working in Energy efficiency, building retrofit and building life cycle assessments
  • Experience in project financing structure and project management an asset
  • Municipal sector experience in advancing adoption of sustainable practices an asset
  • Knowledge of provincial municipal regulations and policies an asset, especially in relation to urban planning, municipal responsibilities and environment
  • Proven ability to lead meetings and deliver presentations/trainings to senior and professional audiences
  • Experience building networks and partnerships
  • Excellent client service orientation and political acumen
  • Strong public speaking skills
Language Requirements:
  • The ability to work in both official languages is essential
Travel requirements:
  • The ability to travel 30% of the time (6-8 events a year) is essential
  • Must have a valid driver’s license
