Responsible to provide coordinative, organizational and budgetary support to ensure/maintain quality of interpreter services within FH, including evaluation and policy-making of language services. Provides facilitation, coaching, and support to the department in development, monitoring, and analysis of key performance indicators.Responsibilities

  • Manages the day-to-day operation of Language Services by ensuring adequate staffing is in place, addressing any emerging issues, overseeing the timely delivery of quality language services, and planning for and managing resources to meet current and future work volumes.
  • Creates and implements strategic partnership framework in collaboration with key internal and external stakeholders that identifies and responds to meeting the language needs of specific health service areas (HSAs).
  • Supervises designated staff by performing a variety of duties such as interviewing and making selection decisions, conducting performance reviews and addressing performance issues through intervention or coaching as required. Investigates staff issues and, where necessary, initiates disciplinary action. Identifies development and training opportunities for staff and conducts related training and orientation requirements for department staff.
  • Communicates to FH Diversity Services, FH Executive and/or FH facility Directors/Program Managers which utilize Interpreter Services, any current/on-going issues, concerns and developments related to the provision of interpreter services.
  • Develops policies and procedures for processing language service requests, and ensures that language services meet best practice guidelines in partnership with the FHA leadership team. Identifies gaps in service, develops new processes/protocols and implements and communicates changes throughout FH.
  • Leads the implementation of change initiatives related to integrating Languages Services across Fraser Health. Assesses the potential and/or actual impact on the practice environment as well as the potential risks to patient outcomes.
  • Provides overview of budget status and upcoming changes; monitors and evaluates the quality of interpreter services within FH, and provides input to policy-making within Fraser Health to meet the needs of patients, residents, clients, families and staff.
  • Develops and maintains collaborative and service relationships with health service area leaders, community service partners, interpreters, translators, bilingual health professionals, and vendors to negotiate service agreements for projects, and to communicate key information to project stakeholders.
  • Increases the capacity of FH clinical programs, leaders and staff to recognize the need for Interpreter Services and to access them in order to better communicate with their patients, clients and residents and maintains knowledge of best practices for interpreter and translation needs in the healthcare setting.
  • Monitors service needs and future demands for both interpreter and translation services and Collects, analyzes, and interprets performance indicator statistics and recommends and implements appropriate strategies to ensure effective resource utilization and optimal business performance best meet practice guidelines.
  • Accountable to oversee the work associated with 3rd party Interpreter and Translator Service Provider Contracts; assists in the establishment of translation standards required by various departments and/or sites in collaboration with Professional Practice and Integration and other departments.
  • Manages and develops the budget for the program. Monitors expenditures in relation to the budget and/or special projects and reports on and resolves variances.
  • Working with stakeholders, supports the delivery of translated patient education materials to FH clinical programs, leaders, departments and staff to facilitate and improve communication with their patients, residents and clients.
QualificationsMasters Degree in social sciences such as sociology, psychology, cultural studies, languages or related discipline, supplemented by five (5) to seven (7) years’ experience in the areas of linguistic diversity, including engaging diverse communities, preferably within a complex healthcare or community setting. Interpreter and /or translation experience is an asset.Demonstrates the LEADS capabilities of Leads Self, Engages Others, Achieves Results, Develops Coalitions and supports Systems Transformation.Professional/Technical Capabilities

Detailed Overview:Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:Reporting to the Director, Diversity, Equity, Inclusion and Language Services, the Manager, in collaboration with stakeholders and internal Fraser Health departments, is responsible for the delivery of language services within the region. Ensures the development and monitoring of interpreter and translator contract agreements, and develops and implements specific language and diversity related projects, including but not limited to cultural brokering, volunteer resources, programming initiatives and related projects.
