  • As a member of the Talent Development team, assesses, develops, evaluates and recommends talent pipeline availability and risks for key portfolios and critical roles across Fraser Health
  • Analyzes data and metrics; makes recommendations, including insights to support decisions across Fraser Health on Talent Pipelines, Talent Development and Talent Mobility across portfolios; presents this to senior management as required
  • Drives actions across the Talent portfolio, collaborates and liaises between Talent Acquisition and Talent Development to ensure talent slates and data is presented to senior hiring managers.
  • Makes programme recommendations for our talent pools based on analysis and orchestrates program-related activities within Talent Development. Receives and tracks development plans of key roles to provide readiness analysis.

  • A Bachelor’s degree in Business Administration, Health Information Sciences, Economics or Information Technology
  • Five (5) years recent, related experience in research/analyst roles, business or health care environment, including 2-3 years experience in using data analysis tools at a power-user level

Uses people data analysis and program evaluation to identify and recommend opportunities to improve and expand Talent Development offerings for its clients, and creates reports on key succession metrics. Develops and deploys new enabling technology systems, tools, and platforms to support scaling of Talent Development activities. Ensures that data is fully leveraged, and that program milestones and deliverables are met by the Talent Development team. Liaises with internal and external stakeholders such as executives, senior leaders, PHSA, vendors, etc. as the central point of contact for the development and delivery of existing and new programs related to succession planning, providing insights into any talent pipeline risks at Fraser Health.Responsibilities:
  • Provides oversight and planning of Talent Development programs and activities. Partners with Program Coordinator to design and improve workflows, develop and implement work processes that support the objectives of the programs/projects, determine priorities, and evaluate operating procedures/processes. Helps Talent Development team to stay on track with key program milestones by providing regular progress updates and reminders.
  • Analyzes data and metrics; makes recommendations, including insights to support decisions across Fraser Health on Talent Pipelines, Talent Development and Talent Mobility across portfolios; presents this to the Leader and team as required, and assists in creating data-related slides for presentation to senior leaders.
  • Identifies, implements and maintains tech platforms that enable the Talent Development team to identify and leverage data insights. Ensures workflow system improvements are implemented and integrated in tech platforms.
  • Drives strategic collaboration across the Leadership & Talent portfolio by providing data insights for senior leaders on talent pipeline, leveraging Leadership Continuity as well as succession data.
  • Analyzes and interprets Fraser-wide people data; performs trend analysis, offers comparative data, compiles and analyzes data for use in generating people risks profiles and impact assessment reports.
  • Maintains databases and leverages other databases as needed to support programs. Maintains current data analytics for key contacts, program service providers, and client partners.
  • Owns internal TD meeting agenda and booking, and gathers project & program updates for meetings.
  • Designs materials for effectively communicating and marketing Talent Development Programs across the organization. Partners with the Program Coordinator to draft and distribute communication with leaders.
  • Maintains budget data including analyzing, reconciling, recommending changes, projecting requirements, and preparing funding transfers and budget submissions. Identifies and provides input into equipment/resource needs.
  • Designs program evaluation, conducting preliminary analysis, and generates reports using database and web based applications.
Qualifications:Education and ExperienceA Bachelor’s degree in Business Administration, Health Information Sciences, Economics or Information Technology and five (5) years recent, related experience in research/analyst roles, business or health care environment, including 2-3 years experience in using data analysis tools at a power-user level; or an equivalent combination of education, training and experience.Skills and AbilitiesDemonstrates the LEADS capabilities of Leads Self, Engages Others, Achieves Results, Develops Coalitions and supports Systems Transformation.Professional/Technical Capabilities:
  • Ability to keep current with technological changes, anticipate and recommend changes in approach and data visualization.
  • Strong proficiency with and ability to develop systems using a variety of computer software including internet-based applications and MS Office at an intermediate to advanced level.
  • Detail oriented and ability to learn software database applications.
  • Ability to type 60 wpm.
  • Ability to plan, organize, problem solve, analyze and prioritize work and projects.
  • Ability to work both independently and as part of team, show initiative, take direction, and be receptive to feedback.
  • Ability to communicate across a variety of stakeholders, including senior management.
  • Physical ability to perform the duties of the position and has own transport to visit sites if required.
