Job Description

Work out of the Operations Center, a state-of-the-art facility that houses the majority of Town vehicles and equipment as well as the mechanic shop and large sand and salt dome. Be a part of many of the department’s exciting projects this coming year such as new playground equipment, accessibility and pathway upgrades, waterfront trail improvements, tree planting programs, and several road and sidewalk reconstructions that help provide necessary infrastructure and beautify the Town at the same time!Position SummaryReporting to the Director of Operations, the Operations Manager is responsible for managing operations and maintenance for municipal roads, storm sewers, roads, and trails; developing short and long-term business plans; maintaining knowledge of Provincial and Federal legislation to ensure programs are completed as required; policy research, development, and implementation; drafting and presenting reports and recommendations on operational matters; managing labour relations, service level delivery, public safety, and budget compliance. Provides expertise and advice to Town Council, corporate departments and staff, and addresses inquiries from same and the public.Duties & Responsibilities

  • Responsible for the management, business continuity, and continuous improvement of the Operations Division.
  • Directs and provides leadership and management of the Operations staff in maintaining municipal infrastructure including: roads, sidewalks, storm sewers, parking lots, street lighting, traffic signals, parks, and trails.
  • Manages labour relations and maintains a positive work environment that is inclusive, respectful, motivating, and supportive.
  • Leads the development and review of standard operating procedures (SOPs) and ensures staff are trained accordingly.
  • Prepares expertise through written reports and verbal presentations to Senior Leadership and Town Council.
  • Ensures compliance with all applicable acts and regulations such as: Highway Traffic Act, Municipal Act, Accessibility for Ontarians with Disabilities Act, Health and Safety Act, Commercial Vehicle Operators Regulations, Technical Standards and Safety Authority, Federal Fisheries Act, Ontario Water Resources Act, Environmental Protection Act, and Municipal Drainage Act.
  • Makes proactive operational changes, improvements, and/or recommendations as well as policy and procedural amendments to ensure infrastructure is in good order and appropriate service levels are delivered.
  • Investigates, addresses, and responds to complex customer service issues and inquiries in a professional, courteous, and respectful manner with a solutions-oriented approach.
  • Prepares, forecasts, and controls operating and capital budgets.
  • Develops RFP/RFQ’s through contract tendering processes and contract development, supporting capital projects.
Qualifications & Requirements
  • A Post-secondary education in either Public or Business Administration, Applied Sciences, Engineering or related discipline from an accredited University. Candidates with an equivalent combination of education and work experience will be considered.
  • Seven (7) years of combined experience in the management, development, and implementation of operational teams and maintenance programs related to roads, public works, and/or parks; including a minimum of five (5) years experience in a management or supervisory capacity.
  • Licensed Professional Engineer (P.Eng), Certified Engineering Technologist (CET), or Senior Certified Road Supervisor designation (CRS) considered an asset.
  • Demonstrated experience with preparing and reporting financial information, maintenance management and administration; established understanding of parks, roads, right-of-way maintenance, traffic flow and roadway safety, and urban forestry.
  • Thorough working knowledge of applicable legislation including Provincial Minimum Maintenance Standards, the Highway Traffic Act, Municipal Act, Accessibility for Ontarians with Disabilities Act, Health and Safety Act, Commercial Vehicle Operators Regulations, Technical Standards and Safety Authority, Federal Fisheries Act, Ontario Water Resources Act, Environmental Protection Act, Municipal Drainage Act and some familiarity with Environmental Compliance Approvals and processes as it relates to storm water treatment and discharge.
  • Strong leadership, analytical, organizational, interpersonal, multitasking, and change management skills with ability to deliver complex, multifaceted projects/studies.
  • Excellent customer service skills required to liaise with the public, members of council, and employees to foster and maintain good working relationships and best practices.
  • Moderate to advanced computer skills with Microsoft Office (Excel, Word, Outlook, PowerPoint).
  • Class “G” Driver’s License in good standing is required.
  • Shall disclose proof of enhanced COVID-19 vaccination certificate with QR Code or proof of medical exemption.

  • Technical - Strong computer skills particularly with Microsoft Office, municipal and government databases and GIS.
Working Conditions
  • 40 working hours weekly, Monday to Friday with a 30-minute unpaid lunch.
  • After hours may be required to attend emergency calls, council meetings etc.
  • Standard office working environment and conditions.
  • Physical demand requires standing, sitting, and walking.
  • Occasional travel required within the municipality to various sites and facilities.
