  • Administer and coordinate contract specifications and deliverables using a centralized contract management system.
  • Coordinate the activities of internal staff to ensure 3rd party contractors have access to mechanical rooms and safety procedures and coordinate personnel, in a unionized environment, to ensure the contract requirements of the various functional units are met.
  • Analyze contract requirements; determine terms and conditions for material, equipment, services and skilled labor procurement in order to ensure economical and efficient maintenance; Act as a resource for group leaders, supervisors, managers and directors in contract negotiations as well as in the execution of the terms and conditions of the contract.
  • Ensure the frequency of maintenance and job plan tasks are in line with the preventive maintenance program in the Computerized Maintenance Management System (CMMS) and ensure the integrity of data as it relates to vendor information, contract durations, terms and conditions and other relevant information; Review information input into the system for accuracy and completeness and ensure work plans and work standards are implemented to achieve annual goals, and objectives; Recommend and implement continuous quality improvements aimed at increasing customer satisfaction.
  • Develop a weekly schedule to provide visibility for 3rd party maintenance visits, define guidelines for quality assurance and quality control on contract deliverables and monitor the execution of the terms and conditions of the contract; Make changes and adjustments to the schedule to ensure that contractors perform maintenance; examine the schedule, compare deliverables with contract agreements, plan follow ups, and review the quality of the work.
  • In collaboration with the contract owners, identify any contracted maintenance that requires multiple trades, shutdowns and other disruptions to ensure efficient delivery of contracted services and minimal impact to building occupants.
  • Identify, analyze, and review maintenance problem discrepancies and increase corrective work; identify repetitive issues or failures to honor contract terms and record the details in the system. Ensure that issues are brought to the attention of the contract manager, the contract owner and the 3rd party contractor.
  • Assist in developing procedures and informing operations personnel on contract management and procurement developments; Establish contract standards and assists with negotiations.
  • Establish work requirements for corrective work and coordinate small projects, issue POs, release requisitions and see work to completion.
  • Procure required technological devices and maintain inventory records based department requirements and assist with capital and deferred maintenance budget planning.
  • Serve as a member on University committees, perform other duties as required by the Property Manager and represent the Property manager as required.
REQUIREMENTS
  • Diploma of Collegial Studies (3 year technical DEC) or equivalent in Technical, Mechanical, Building, Industrial or Mechanical Engineering and four years of experience OR a Bachelor’s Degree in a relevant discipline and two years of associated experience.
  • BOMA (Building Owners and Management Association) designation or a designation in facility or property management is an asset.
  • Good working knowledge of Maximo Maintenance Software and basic knowledge of Word (to input text) and Excel (to format spreadsheets and do simple formulas for budgeting purposes).
  • Good knowledge (Level 4) of spoken English and basic knowledge (Level 3) of written English and spoken and written French in order to communicate with University employees.
  • Proven ability to coordinate work using sound principles and practices in a unionized environment.
  • Strong knowledge of preventive maintenance is required to increase the availability of equipment and facilities by reducing the number of unexpected breakdowns or service interruptions, including but not limited to, a variety of mechanical and electrical assets as well as labor contracts.
  • Excellent project management, organization and prioritization skills, with a demonstrated ability to bring tasks to successful completion on budget and within stipulated time lines.
  • Superior leadership, interpersonal and communication skills in order to build strong teams.
  • Commitment to excellence in providing quality service to internal and external customers.
  • Availability, on occasion, to work extended shifts, including nights, weekends and holidays as necessary to meet event needs and in the case of emergencies.
